The current development trend of the world economy is economic globalization.The rapid development of modern science and technology,the pace of adjustment of the industrial framework is accelerating,and the competition of enterprises is becoming increasingly hot.At the same time,people are paying more and more attention to the competition of human resources.While paying attention to the optimization of talent selection mechanism and incentive system,we are also paying attention to how to improve the level of human resource development.Beginning in the early 20 th century,psychologists,economists,sociologists,and management scientists began to study how to combine the problems encountered at the time to motivate their own employees,and put many classic motivational theories.Come out,such as comprehensive incentive theory,behavioral consequence theory,process incentive theory and content incentive theory,etc.,which is a great enrichment for the study of incentive theory,and it is also crucial for the development of enterprises.In order to form the dynamic management of human resources,the incentive mechanism plays a very important role.This article’s research subjects were the resident staff of the construction project department of Zibo Yellow River Engineering Bureau.The research was conducted firstly by referring to a large quantity of literature about incentive theory and residents incentive programs of construction project department both at home and abroad,then through questionnairesand in-depth interview,selecting outstanding employees in each project department to conduct investigation 、 communication and follow-up.Through the questionnaire data,we analyzed the importance degree of influencing factors and employees’ satisfaction degree about them based on the current staff incentive mechanism.Through the classification of the demand factors,we found out the factors whose importancedegree occupy larger proportion,then select the factors that employees thoughtwere in lower satisfaction among the larger-proportion factors,and identify the factors related to fairness to analyze.Through analysis,the current imperfections were obtained,and an optimization scheme for solving the aforementioned imperfections was formulated according to the actual situation of the bureau.
