Risk Management Research On Ppp Project Of Qingdao Urban Rail Transit

It illustrates the necessity of rapid development of PPP model in Urban rail transit project,discusses the theory foundation of introducing social capital to the Uran rail transit field from views of public product theory and project distinguish theory.Parper starts the risk anagement research on PPP project based on fundamental concept of risk and risk management process.Studied specifically how to identify risks in urban rail transit project in the PPP model.furthermore,evaluates risks of project in order to put forward countermeasures to avoid risks.Risk identification is the basic step of risk management.Used "process analysis" and "environmental analysis",taking the rail transit Qingdao Metro line 1 as an example,on the basis of research results of experts and scholars,divided risk fators into six categories,according to classification of risks to construct the risk list of Metro Line 1 PPP project.Then,paper uses analytic hierarchy process(AHP)evaluate the project risk,selected experts to score the risk factors of Qingdao Metro Line 1.The results of risk factors scores were evaluated by AHP,the qualitative analysis is transformed into quantitative evaluation,and provides risk aversion strategy based on the reaserch of evaluating risks for the different participants of the PPP project.Finally,established a comprehensive risk aversion system of rail transit Qingdao Metro line 1 PPP project is put forward to carry out risk management so as to ensure implementation of the project smoothly.
