Construction And Application Of Risk Assessment Index System For Cross-Border Power Trade Between China And “The Belt And Road” Countries

With the deepening of globalization,more and more countries are participating in international competition and international cooperation is getting closer.“The Belt and Road”is a concept and initiative for cooperation between countries proposed by Xi Jinping in 2013.With the continuous deepening of China's “The Belt and Road” strategy and the increasingly prominent energy issues,how to develop power interconnection with countries along the route has become an effective way to solve energy problems.However,due to the special nature of cross-border trade,it is particularly important to identify the various risks encountered in conducting electricity trade with these countries.This paper will systematically discuss the risks faced by China in cross-border power trade with countries along “The Belt and Road”,establish a risk indicator system and apply it to specific regional power trade risks,and finally give corresponding countermeasures.This paper first introduces China's electric power energy situation and the background of power trade in various regions of the world,and then analyzes the characteristics of electric power trade,paving the way for risk research.Secondly,in order to facilitate the quantification of risks in the following texts,the article also conducts qualitative research on the comprehensive risk of countries in electric power trade from the perspective of politics,economy and laws and regulations to determine the secondary risk dimension of quantitative analysis.Then,using the observable index scoring method,the data of 8 years from 2010 to 2017 are selected,and the 12 secondary indicators under three dimensions are quantitatively analyzed to construct a risk index evaluation system to analyze China and the countries along the“Belt and Road”.At the same time,considering the particularity of the geographical location of power trade,this paper also conducts sub-regional research on neighboring regions in China including Southeast Asia,Central Asia andRussia,and applies the system of index construction to regional power trade risk research to clarify China and Characteristics of different risks of electricity trade in different countries under different regions.Finally,based on the above research,this paper proposes countermeasures for the risk of electric power trade between China and“The Belt and Road”countries from three aspects: politics,economy and laws and regulations.
