Study On Congestion Management Of Expressway In Jiangsu Province

With the rapid development of the national economy,people's living standards have improved significantly.The number of motor vehicles has grown rapidly,and the traffic volume of expressway has continued to increase.Jiangsu Expressway is an important transportation hub in East China,with a total mileage of 4,600 kilometers,the highest density among all provinces in the country,the traffic volume and carrying capacity are gradually approaching the limit.This has caused frequent congestion on expressway in Jiangsu Province,and the problems in congestion management have also been exposed.The problems in congestion management of expressway in Jiangsu Province were sorted out: First,the relevant departments did not cooperate closely.And the intensity and scale of policy implementation are different.The second is that the frequency of road inspection is not high and there is a management vacuum.Thirdly,it relies too much on manual management of congestion.The fourth is that the capacity of the road network is underutilized.The reasons for the congestion management problem are mainly manifested in the lack of a centralized and unified expressway joint management mechanism,the separation of regions and departments,the lack of personnel and resources,the insufficient application of intelligent methods,and the insufficient capacity of the road network.Suggestions on solving the problem of congestion management of expressway in Jiangsu Province are proposed.Such as,building a centralized and unified command and management mechanism,increasing government fiscal tilt,introducing formation market competition mechanisms,purchasing public services,applying smart transportation technology to prevents and manages congestion,as well as using economic levers to improve the capacity of expressway in Jiangsu Province.
