BJZ Company is a subsidiary of a large state-owned heavy vehicle group company.Its scale is large and its composition of human resources is complex.Although its relevant mechanisms and institutions about various systems and links of human resource management have been established,BJZ Company,with the changes of external macroeconomic environment and industry competition situation in recent years,pays more attention to technological innovation,organizational reform,strategic management and other aspects,and its human resource management and development are facing even greater challenges.Employee turnover has imposed a profound impact on enterprise development in recent years.From the inside-company perspective,employee turnover not only increases the cost,but also damages the overall competitiveness and employee morale;from the outside-company perspective,it brings both the potential risk that the trade secrets may be disclosed and the damage to the corporate image.In a word,high personnel turnover is not conducive to the long-term development of the enterprise.Therefore,how to solve the problem of personnel turnover and play the important role of human capital so as to provide support for enterprise's production and operation and realize the long-term development of the enterprise will be an urgent problem for the enterprise to solve,and also an issue increasingly concerned by strategic human resource management.Based on a detailed review of the relevant literature about the problem of personnel turnover in enterprises,this paper clarifies the research status quo at home and abroad about the relevant concepts and theoretical basis of human resource management,the causes for personnel turnover and the methods to solve the problem of personnel turnover.With BJZ Company as a case study through quantitative and qualitative methods such as questionnaire survey,interview and statistical analysis,this paper introduces the current situation and characteristics of human resource management in BJZ Company.Aiming at A,B and C post employees and starting from their different concerns and needs,this paper,combined with external environmental factors and internal influencing factors of the enterprise and based on the data collected by the questionnaire survey,analyzes in depth the main reasons for employee turnover at different levels by adopting such statistical methods as analytic hierarchy process and regression analysis.It is found that the reasons for BJZ Company's personnel turnover mainly involve unreasonable salary system,imperfect work contentsetting,unclear employee career planning,disharmonious enterprise environment and interpersonal relationship,etc.The practical suggestions this paper puts forward on solving the problem of employee turnover in BJZ Company mainly include setting up the thinking and mode of strategic human resource management system,perfecting salary and welfare security,establishing hierarchical human resource training system,strengthening team building and project responsibility system,consolidating corporate culture construction and intensifying professional career management.And it is finally concluded that the serious personnel turnover faced by BJZ Company has become one of the important factors which restrict its long-term development;due to the complicated causes of personnel turnover,the analysis of root causes should be comprehensive rather than one-sided,combined with such specific factors as different needs and demands of different posts and different levels of employees so as to find out the main influencing factors;and on this basis if BJZ Company intends to reduce its personnel turnover,enhance the sense of belonging and satisfaction of its employees,and maintain its core competitiveness,it should pay enough attention to the problem of personnel turnover,implement targeted and focused strategies,and take appropriate measures based on the specific reasons.The purpose of this paper is to make a deeper and more concrete understanding of the problem of personnel turnover in China's state-owned manufacturing enterprises through the case study of personnel turnover in BJZ Company,expand and supplement this kind of human resource management research,and meanwhile provide similar enterprises with certain reference and experience for solving relevant management problems.
