Air traffic controllers are one of the most representative occupations and at the core of various positions in the civil aviation system.They also bear great responsibility for safety in their work.In recent years,with the rapid development of China's economy,the total transport volume of China's civil aviation has also grown rapidly.Meanwhile,the increasing number of traffic controllers is not as large as expected to meet the needs of the industry.The main reason account for the contradict between the rapid development of China's civil aviation and the slow increasing number of air traffic controllers is the high turnover of controllers.Taking the H Bureau as an example,this paper thoroughly explores the current situation,characteristics and causes of the turnover of air traffic controllers in China.The author conducts an exploratory analysis of the reasons for the turnover of controllers based on the Price model and in-depth interviews with the heads of human resources of the H bureau and the core controllers who have left the company.After the preliminary understanding of the causes based on the results of the exploratory analysis,an empirical analysis was carried out through a questionnaire survey of the employees of H Bureau to summarize the causes and countermeasures of air traffic controllers turnover.Combining theoretical and practical research and drawing on the foreign brain drain models and incentive theories,this paper summarizes the main causes of air traffic controllers turnover through exploratory analysis and empirical analysis.The four main causes of China's controllers turnover are classified and refined as following: limited personal development,heavy workload,incomplete pay and benefits system,and unscientific management mechanisms.Suggestions and countermeasures have been put forward to control the turnover of controllers,and finally achieve the purpose of retaining controllers,which are to plan careers scientifically,to reduce workload,to optimize the salary and welfare system,and to improve the refinement management.
