In recent years,civil aviation industry has made a great progresswith the development of China.At the same time,the insufficiency of air and ground resources has become extremelysevere.As a result,flight delays frequently happen.Flight delays and related services are hot issues today.Affected by the emergency countermeasuresand services of flight delays which are not properly,many passengers preserve their rights innon-rationality ways which may lead to emergency mass incidents eventually.As airports are public areas,these mass incidents not only breakthe order of air transportation,but also disturb the public order of airports andthreaten public safety.These mass incidents are typical problems of public crisis management.Flight delays,especially the mass incidents caused by flight delays,has become an urgent issue to be solved in China.This paper applies public crisis management theory and social combustion theory to study on the governance of passenger emergency mass incidents in flight delay situation,based on reading a large amount of relevant literature.It analyzes the causes of flight delays inChina,collects73 relative mass incidents cases in recent 6years,then finds out the characteristics of such events andthe factors that causes mass incidents when flight delays.Furthermore,the paperstudies on a typical case of mass incidents caused by flight delays to analysis the countermeasures in flight delaysituation and find out the deficiency in dealing with the incident all around its lifecycle——beforehand,underway and recovery period.In conclusion,with some foreign experiences,the paperproposes several policy recommendations,such as improving policies and regulations,alert and pre-control,information transfer,service quality,post evaluation and utilizing social resources.
