| In recent years,with the sustained and rapid growth of China’s economy,the civil aviation industry has developed vigorously.By 2020,China’s aviation passenger transport volume has ranked second in the world for 15 years,and the National Aviation population has reached 380 million,including about 210 million new aviation population during the 13 th Five-year Plan period.More and more passengers enjoy aviation services.Meanwhile,in 2019,the actual airport departure flights in Chinese mainland airports amounted to 4,802,300 sorties and the departure punctuality rate was 75.57%,ranking only fifth in the global departure punctuality rate.It follows that the problem of flight delay in China is still prominent,and mass incidents of passengers also occur from time to time.The occurrence of mass incidents of airport passengers may cause damage to public facilities and people,affect the normal and safe operation of flights,and have high social attention and great social influence,reduce the people’s overall satisfaction with civil aviation to a certain extent,and affect and restrict the sustainable development of civil aviation,The deeper impact is that it will have a negative impact on the construction of China’s socialist harmonious society.Therefore,the governance of mass incidents caused by flight delays has become an urgent civil aviation public problem and a valuable research topic,which is worthy of in-depth analysis and research.Taking Y airport as an example,this study uses the methods of literature research,comparative analysis and case analysis.Taking the "social combustion theory" and "service recovery theory" as the theoretical basis.By analyzing the current situation of Y airport in dealing with passenger mass incidents under flight delay,we can find out its shortcomings and analyze the causes,Finally,it comes up with the countermeasures accord with the actual situation of Y airport.Firstly,through the statistical analysis of the basic data of flight delay in Y airport,this paper understands its law and development trend;This paper summarizes the present situation of the governance of passenger mass incidents under the situation of flight delay in Y airport,and finds its existing problems and deficiencies.Using the organic combination of social combustion theory and service recovery theory with the occurrence and governance of airport passenger mass incidents,this paper focuses on the causes,fuels elements and specific conflict of airport passenger mass incidents at the theoretical level.Secondly,based on the understanding of the beneficial practices of the European Union,Japan and the United States in managing passenger mass incidents under the flight delay situation,this paper comes up with countermeasures to upgrade the level of Y airport governance of passenger mass incidents under the flight delay situation,in order to promote the management level of passenger mass incidents at Y airport and prevent and reduce the occurrence of passenger mass incidents,providing a governance path for the effective solution of passengers mass incidents. |
