As the domestic seafarer market is close to saturation and my country is to become a world shipping country,seafarer assignments have become an inevitable choice.As the administrative agency for my country’s seafarers to be dispatched,the maritime department plays an important role in the motivation of dispatched seafarers.It is of practical significance to study the motivation of dispatched seafarers to the maritime system.Based on Maslow’s hierarchy of needs theory and Herzberg’s two-factor theory,using literature research,questionnaire surveys,interviews,and case studies,this article analyzes the Shanghai Maritime Safety Administration as an example,and points out the following series of problems in the motivation of expatriate seafarers : Limited incentive methods,excessively unified incentive methods,simple incentive content,insufficient attention to other "health" factors,poor incentive timeliness,poor promotion channels for dispatched seafarers,and poor incentive effects.The author believes that there are three main reasons for the above problems: there is a big disconnect between the incentive measures and the basic needs of expatriate seafarers,the design of the incentive system is not scientific,and the relevant managers have a weak sense of service.Therefore,in order to effectively improve the incentive work of dispatched seafarers in my country’s maritime system,the following countermeasures should be adopted: First,design an incentive system based on the basic needs of dispatched seafarers.Take "health care" factors as the basis of motivation,and use "motivation" factors as the key to enhance work enthusiasm;second,achieve diversification of incentive methods.Effectively guarantee the social welfare of expatriate seafarers,provide assistance to the family members of expatriate seafarers for boarding and reunion,ensure the implementation of the expatriate seafarer’s shift policy,rewards and punishments,and expand the scope of international mutual recognition of China’s seafarers’ competency certificates,and enhance expatriation through enhanced publicity The social status of seafarers;third,to effectively safeguard the legitimate rights and interests of seafarers sent abroad.Strengthen the supervision of domestic seafarers dispatching agencies and implement online maritime arbitration;fourth,improve the supply of spiritual and cultural needs.Carry out foreign language culture and interpersonal communication skills training,enrich the cultural life during the ship,and provide timely psychological counseling.Fifth,enhance the pertinence of incentives.Incentives should vary from person to person,and special incentive regulations for expatriate seafarers should be formulated.
