| Now,in order to fulfill the requirement of reformation of "delegating power,regulation service" and persistently optimize the business environment,the maritime authority boosts the construction of e-government.Relying on the maritime "cooperative management" platform and the maritime "government online" platform,the MSA has moved the traditional offline administrative approval online.During the period of COVID-19 existed,a MSA boost the no-meeting administrative approval.Through online submit of materials,online acceptance,examination and approval,make things convenient for the administrative counterpart.In this way,the maritime administrative approval can be kept in order during the period of COVID-19 existed,and served the local economic development.On one hand,the measure has reduced the risk of human contact and effectively restricted the spread of the COVID-19.On the other hand,through the "government online",increased the efficiency of maritime administrative approval,improved the satisfaction of administrative counterpart.Now,the maritime administrative approval process of a MSA is not unblocked actually,and there are still some problems that need to be solved.This thesis takes a MSA as the object of study,and carries out relevant study by research,getting the current problems in maritime administrative approval are as follows: first,there are there are "too many items" and "too many materials" in maritime administrative approval process;second,the maritime administrative approval process is complex;third,the construction of maritime administrative approval platform is behindhand.The author analyzes the reasons from four aspects: establishment of institutions and personnel allocation of authority,streamlining administration and delegating power,administrative approval process,and information construction.The factors in the establishment of administrative approval organs,functions and personnel allocation include: "fragmented" establishment of maritime administrative approval organs,lack of integration of maritime administrative approval authority,and imperfect human resources guarantee mechanism;the implementation of streamlining administration and delegating power is incomplete;the factors of administrative approval process include: lack of top-level design of maritime administrative approval standards,imperfect optimization mechanism of maritime administrative approval process,and difficult landing of electronic licenses;factors in maritime information construction include: the governance mechanism of e-government platform is not perfect,the operation and maintenance guarantee mechanism of e-government platform is not perfect,the maritime information data sharing mechanism is not perfect,and the intelligent level of maritime administrative approval is not enough.Based on the theory of process reengineering and service-oriented government,this study puts forward measures and suggestions for improving maritime administrative approval:first,optimize the establishment of maritime administrative approval organs and the allocation of authorized personnel,including reorganizing administrative approval organs,integrating administrative approval powers,and strengthening the guarantee of human resources;second,further streamline administration and delegate power;the third is to carry out the reengineering of maritime administrative approval process,including building the standardization system of maritime administrative approval,improving the process optimization mechanism,and comprehensively implementing the electronic license;fourth,"maritime information construction" promotes the reengineering of administrative approval process,including strengthening the governance of the e-government platform,strengthening the construction of the operation and maintenance of the e-government platform,promoting the mutual sharing of information and data of the internal and external maritime systems,and strengthening the intelligent construction of maritime administrative approval. |
