| The function of official ships are to implement The water patrol supervision, water rescue, maritime investigation, oil spill emergency treatment, beacon maintenance, sea survey etc.....Recent years, maritime official ships had made a positive contribution for the maintenance of the area of water traffic safety and the development of maritime business However, the vessels belong to maritime administrations own high-power, high speed and high intelligence while light gross tonnage, whose responsibility, operation range and work schedule is very different, thus it is not appropriate for official vessels follow the requirements of commercial vessels on minimum safe manning. Therefore, it has always been a problem for maritime administrations to norm the manning of official vessels. This paper took the official vessels and seafarers of Ningbo MSA as objective, try to find the critical contradiction and main problems by analysis of current situation of ship manning. This paper analysis the stand or fall of the mixed-type management of official seafarers, thus to explore and select a pattern suitable for the development of Ningbo MSA.We believe that the manning of official vessels in this paper is not only instructive for the development of crew of Ningbo MSA, but also represents a useful effort for the manning of the whole maritime administrations, or even the manning of the whole official vessels around China. |
