The peasant workers originated from the rural labor force in the process of the transformation from the planned economy to the market economy after the reform and opening up in China,and the new social groups generated by them have made great contributions to China’s economic construction and urban construction.It has boosted the rapid development of China’s economy and the pace of urbanization.The problem of migrant workers concentrated in the end of the twentieth century,mainly as the problem of wage arrears of migrant workers.This problem is particularly prominent in the field of construction engineering.It is a phenomenon unique to me in the process of political economy and society.It destroys the society of our country.Stable and healthy development has brought negative impacts on social stability,and it has greatly damaged the rights and interests of the majority of migrant workers,causing troubles for their families and spawning a series of social problems,mainly reflected in the market principle that seriously undermined honesty and credit,disrupting social order and fairness and justice.In 2003,Premier Wen Jiabao helped migrant workers to pay wages.The problem of wage arrears of migrant workers has been paid attention to by the society,which has aroused widespread concern in China’s academic circles,government and society.However,the wages and wages of migrant workers in the field of construction engineering in China The problem is still ongoing and needs to be analyzed and studied from multiple perspectives.This paper analyzes the problem of wage arrears of migrant workers in Huangpu District S program to discuss it from the perspective of government supervision.First of all,the literature research method is used to study the problems of migrant workers and employees in China,and to raise research questions and specific research contents.By combing the relevant theories of new public management,government regulation,government behavior,etc.,theoretical support is explored.Subsequent research laid the theoretical foundation.Secondly,the case study method was used to analyze the problem of wage arrears of migrant workers in Huangpu District.Through research,it was found that “the migrant workers in Huangpu District had illegal subcontracting and unpaid wages,etc.”,which caused this problem to arise.The main reasons are that the supervision at the government level is not in place and the system construction is not perfect.There are illegal subcontracting at the enterprise level,the management is not standardized,and the contractor’s ability to resist risks is poor.The individual level of migrant workers has many reasons such as weak legal awareness and large liquidity.Finally,in view of the problems and their causes of migrant workers in Huangpu District,from the perspective of government supervision,it is proposed to strengthengovernment supervision,improve the wage protection mechanism,improve the emergency management mechanism and promote the law,and improve the government and enterprises.The ability of migrant workers to solve this problem at all levels Wages of migrant workers issues,thereby,safeguard their legitimate rights and interests,safeguard social fairness.This paper comprehensively analyzes the problem of wage arrears of migrant workers in Huangpu District of China,and introduces government supervision and new public management theory into the field of construction engineering to solve the problem of wage arrears of migrant workers,especially the introduction of emergency management mechanisms to deal with emergencies.This has certain practical value for solving the problem of wage arrears of migrant workers in Huangpu District,and has positive reference value and reference significance for solving the problem of wage arrears of migrant workers in China’s construction industry.
