As a guarantee of food security, arable land resources has always been the focus of social concern.China is a large agricultural country, arable land resources is particularly important for us,but in recent years, for various reasons, arable land resources are in sharp decline stage. In this context,on limited arable land resources, protect the stability of sustainable agricultural production and improve the utilization efficiency of the cultivated land has become an important issue. With the development of industrialization and urbanization, rural surplus labor force is gradually transfer, whether this will affect the efficiency of land use,In this paper,on the basis of summarizing the predecessors' research results, with the major items of grain japonica as the research object, combined with China's 13 main rice producing provinces' s statistical data, systematically analyzed the influence of farmers non-agriculturalization on cultivated land use efficiency, and maked the corresponding policy recommendations.Through systematic analysis,we find that:(1)Differences in environmental factors can lead to a large deviation of cultivated land use efficiency, especially the difference between climate environment and policy environment. Therefore,in the calculated of cultivated land use efficiency it's necessary to remove external environment factors.(2)the farmers non-agriculturalization of career stability has a significant effect on cultivated land use efficiency, and there is an inverted U-shaped relationship between the two, that is,with a higher level of the farmers non-agricultural occupation, the cultivated land efficiency will increase, but when the farmers' off-farm employment income increased to a certain degree, cultivated land use efficiency will drop.So the policy is necessary to control non-farm income accounted for in the income of the farmers, this means that we need to increase the proportion of the farmers' agricultural income.(3)There is also a inverted u-shaped relationship between the non-agricultural speed and cultivated land use efficiency, but the current rural family structure is not reasonable, can still have a lot of surplus labor transfer to non-agricultural occupations.(4)In addition, the study also found that the farmers' physical quality, cultural quality education also has certain influence on the cultivated land use efficiency, which is consistent with previous research.
