Research On Cultivated Land Use Efficiency In Nanchang Under The Background Of Rural Revitalization

Land resource is the basis for human survival and economic and social development,as well as an important means of production,supporting all production and existence.The land resource can be divided into agricultural land,construction land and unused land.Among them,agricultural land is the land directly used for agricultural production,including cultivated land,forest land,garden land,pasture land and other agricultural land,which is responsible for providing basic raw materials for the secondary and tertiary industries.Cultivated land is an important part of agricultural land and the main carrier of agricultural production.Scientific and rational utilization of cultivated land resources is of great significance to improving the comprehensive agricultural production capacity and ensuring national food security.In recent years,the Party and the government have issued a series of policies to vigorously support the development of agriculture and rural areas.Taking the "Three Rural Issues" as the top priority of the whole party’s work,we will build a prosperous,civilized and democratic new socialist countryside.In 2017,the 19 th National Congress of the Communist Party of China formally proposed the implementation of the rural revitalization strategy,pointing out that the agricultural and rural peasant issues are related to the national economy and people’s livelihood;the Central Rural Work Conference held at the end of 2017 proposed to take the road of socialist rural revitalization with Chinese characteristics;in 2018,the State Council released the No.1document of the No.1 central document,the Opinions of the CPC Central Committee and the State Council on the Implementation of the Rural Revitalization Strategy,which made an overall deployment for giving priority to the development of agricultural and rural areas and comprehensively promoting the Rural Revitalization Strategy.Then reviewed and issued the National Rural Revitalization strategic plan,and required all regions and departments to form a top-down,regional integrated and multi regulatory strategic planning system for Rural Revitalization.With the development of economy and society and the acceleration of urbanization,the agricultural development and rural society in our country have been affected to a certain extent.For example,the use of cultivated land is extensive,inefficient,and even non-agricultural.Therefore,under the background of insufficient cultivated land resources and facing rural revitalization,how to improve the utilization efficiency of cultivated land has become a special concern of all sectors of society.Based on this,this paper takes Nanchang as an example to conduct a more in-depth study on the efficiency of cultivated land use and its regulation in accordance with the requirements of rural revitalization.First,this paper expounded the research background,significance and related progress.Secondly,using super efficiency SBM model,various spatial analysis models and stepwise regression model,taking Nanchang as the research object,this paper analyzed the temporal and spatial evolution and influencing factors of cultivated land use efficiency in Nanchang.The results show:(1)From 2011 to 2019,the comprehensive efficiency of cultivated land use in Nanchang was in a relatively efficient state.In 2011,the comprehensive efficiency of cultivated land use in the city was 1.112,and in 2019,it was 1.073,showing a fluctuating downward trend overall.The decomposition efficiency shows that the pure technical efficiency has a relatively high contribution to the overall efficiency.(2)From 2011 to 2019,the highest value of the comprehensive efficiency of cultivated land use in Nanchang City appeared in Wanli District,and the lowest average value appeared in Xihu District.Among them,the comprehensive efficiency of cultivated land use in Jinxian County,Qingyunpu District and Xihu District did not reach the city’s average level.The equilibrium point of cultivated land utilization in the whole city mainly falls in Donghu District,only in 2019 in Xihu District,and the shift of the equilibrium point is not large.In terms of spatial distribution,the cultivated land use efficiency of the counties(districts)in Nanchang City shows a pattern of “high in the west and low in the east,high in the north and low in the south”.The cultivated land use efficiency of the counties(District)has a balanced trend,and the regional efficiency difference has a high contribution to the overall difference.(3)From 2011 to 2019,the cultivated land use efficiency in Nanchang City has some factors of input redundancy and output shortage.Among them,the western region mainly has the shortage of per capita grain output,total agricultural output value,per capita agricultural output value and NDVI value;The redundancy of the number of agricultural employees and rural electricity consumption,as well as the insufficiency of rural per capita net income and rural residents’ consumption level;the eastern region is mainly due to the redundancy of agricultural fiscal expenditure and fixed investment in the primary industry,as well as grain output and total agricultural output value.of insufficiency.(4)Using the stepwise regression model to analyze the influencing factors of cultivated land use efficiency,it is found that a total of 4 factors show obvious significance at the significance level of 0.05,and the ranking of the significant influencing factors is rural residents’ consumption level ≈ farmer’s per capita net income > new Increased cultivated land area> per capita cultivated land area.According to the research results,the problems existing in the use of cultivated land in Nanchang City are analyzed,which mainly include:(1)The unbalanced development of cultivated land use in the city;(2)The level of scientific and technological utilization is not high;(3)The scale of factor input has not reached an appropriate state;(4)Some hidden dangers of ecological security in the use of cultivated land.From the perspective of the rural revitalization strategy,this paper proposes control measures based on four perspectives: industrial revitalization,talent revitalization,cultural revitalization and ecological revitalization.The measures mainly include:(1)Develop local characteristic industries and balance the level of cultivated land utilization;(2)Introduce and train high-quality talents to improve the level of technology utilization;(3)Develop land circulation and modern agriculture,adjust the input of factors;(4)Promote the reduction and control of chemical fertilizers and pesticides,and establish the ecological agriculture demonstration area.
