The 2015 national forest farm reform plan defines the main function of state-owned forest farms as protecting and cultivating forest resources and maintaining the nation's ecological security.How to better derive public benefits from state-owned forest farms and how to evaluate their overall benefits in a more comprehensive manner are questions that urgently need to be answered.This thesis firstly considers state-owned forest farms as enterprises,evaluates their operational performance with the same metrics for industrial and commercial enterprises,and concludes the limitation of this approach for evaluating forest farms.By combining traditional performance evaluation and financial metric analyses,it summarizes 5 reasons of the low operational performance:a.limitations posed by production characteristics;b.the contradiction between aggregate planning compliance and pursuit of operational benefits;c.investment system problems with government investments or bank loans;d.forest farm resource allocation problems,such as inappropriate age group structure and tree species choice;and e.problems within the current forest production economic accounting system:forest production is not genuine commodity production,nor can they operate as real enterprises and participate in market competition;unreasonable forest price system results in that forest production investment cannot be reasonably compensated.Secondly,by leveraging multiple methods including documentary analyses and expert consultation to analyze and filter by importance elements that influence state-owned forest farm's overall benefits,and referencing results from relative researches and scholars,the thesis chooses an overall benefit metric system for state-owned forest farms comprised of 35 specific metrics from 5 perspectives:ecological benefit,contribution to people's livelihood,social effect,economic benefit and development potential.It then determines each metric's weight through expert consultation,and takes forest farm operational standards,practical research analyses and experts'proposals into consideration to identify each metric's ideal value.Based on that,it performs a trial calculation using statistics from 26 provinces' state-owned forest farms.Lastly,the thesis chooses Hunan Province's Huangfengqiao State-Owned Forest Farm as the research object for positive analysis.The evaluation result is generally in alignment with that of national state-owned forest farms,indicating a certain level of feasibility in this evaluation metric system.According to the evaluation result,the reasons for low overall benefits include:monological tree species structure and inappropriate age group structure;outdated forest farm infrastructure;low staff income;slow industrialization and over-dependence on forest resources;uncoordinated forest reform measures and inadequate investment on industrialization,etc.The following suggestions for development are proposed:develop and protect forest resources and adjust forest species structure with a focus on public welfare forest;reinforce organization and management and boost operational efficiency;improve people's livelihood,promote scientific research and introduce talents;focus on industrialization planning,adjust production structure and develop ecotourism to increase benefits;expand forest farm funding channels,strengthen financial cooperation and explore development potential for sustainable development.
