Evaluation Of Natural Forest Protection Project In Heilongjiang State-owned Forestry Area And The Follow-up Policy

In recent years,the system reform involving the separation of government and enterprise in state-owned forest areas and the transfer of administrative power in forest resources management have had a profound impact on the Heilongjiang state-owned forest areas,while the second phase of the Natural Forest Conservation Project(NFCP)is coming to an end.In this context,the scientific and effective evaluation of the implementation of the NFCP's effect on the Heilongjiang state-owned forest area,explore resistance and problems in the implementation of NFCP encountered.It is of great significance to improve and deepen the reform of state-owned forest area in Heilongjiang Province,improve the macro-decision-making mechanism,and improve the implementation quality of the next step of NFCP.Based on the investigation of Heilongjiang state-owned forest industry enterprises,and from the level of 40 state-owned forest industry enterprises in Heilongjiang province,this dissertation comprehensively considers the ecological,economic,social and reform effects of NFCP and the possible impact of the reform on the implementation of NFCP.This dissertation evaluates the effect of NFCP in Heilongjiang state-owned forest area,analyzes the problems and difficulties encountered in the implementation of NFCP in state-owned forestry enterprises,and puts forward some policy suggestions to promote the reform of Heilongjiang state-owned forest area and improve the implementation of the subsequent of NFCP.In this dissertation,the evaluation of the implementation effect and the follow-up policy research of NFCP in Heilongjiang state-owned forest area are divided into the following parts.First,according to the research background,combined with the research object to review related research frontier trends in academia,and then elaborates the relevant research scope of this dissertation,combing the theoretical basis,to lay a feasible foundation for Heilongjiang state-owned forest area of the implementation effect evaluation of NFCP and follow-up policy research.Secondly,it expounds the general situation of Heilongjiang state-owned forest area from three aspects:natural resources,economic industry and social livelihood.Referring to the relevant data,expounds the implementation situation of NFCP in Heilongjiang state-owned forest area from implementation history,the general situation of investment,the change of policy and the effect of implementation.Based on the field investigation data,analyzes the problems existing in the implementation of NFCP in Heilongjiang state-owned forest area from the aspects of system reform,power transfer,fund structure,staff income,policy standard etc.Thirdly,from the ecological,economic,social and reform levels,the influencing factors of the implementation effect of NFCP in Heilongjiang state-owned forest area are identified.Based on the principles of comprehensive,correlation,dynamic and continuity,this dissertation constructs an evaluation index system for the NFCP's implementation effect in Heilongjiang state-owned forest area and grants weights by entropy method,and then makes an empirical analysis of the score results.The results show that the comprehensive score of the implementation effect of NFCP in Heilongjiang state-owned forest area is decreasing first and then rising.The weight of the social effect in the criterion layer is the first,and the reform effect is the second.The weight of the number of employees in the indicator layer is the first,and the number of pension insurance is the second,the proportion of output value of forestry secondary industry is the third.Finally,according to the relevant qualitative and quantitative evaluation results of the implementation effect evaluation of NFCP in Heilongjiang state-owned forest area,combined with the problems encountered in the implementation of NFCP in Heilongjiang state-owned forest area,and in order to improve the theoretical evaluation of the implementation effect of NFCP in Heilongjiang state-owned forest area,deepening the reform and carrying out the natural forest resources restoration work smoothly,this dissertation puts some policy suggestions forward from scientifically adjusting the follow-up NFCP's policies,promoting Heilongjiang state-owned forest area reform and increasing the thought recognition and propaganda of NFCP.
