As a province with the largest area,the largest forest growing stock and the most centralized state-owned forestry enterprises in China,Heilongjiang province has made great contribution to the supply of forest resources and economic development across the nation.However,due to a lack of scientific and reasonable development planning and the over pursuit of economic benefits,the regional state-owned forestry enterprises were caught in a plight.From April 1,2014,the state halted the implementation of commercial logging policy in key state-owned natural forest areas across Heilongjiang province.The main business of state-owned forestry enterprises in Heilongjiang province consequently contracted,putting unprecedented pressure on these enterprises.Therefore,it was urgent to revive the local state-owned forestry enterprises through transformation,enhance the competitiveness of the enterprises and promote their sustainable development.The establishment of China Longjiang Forest Industry Group Co.,Ltd.(hereinafter referred to as Longjiang Forest Industry Group)on June 30,2018 signalled that Heilongjiang state-owned forest industry enterprises have officially broken the original management system of government and enterprise integration,and transformed into a large state-owned enterprise group that develops fully accordance with the market rules.Against the backdrop,how to transform and develop Longjiang Forest Industry Group and its forestry subsidiaries is a matter that particularly tests the wisdom and courage of the government,the enterprises,the employees and other economic entities.Therefore,the analysis and research on the impact mechanism ofthe transformation behaviors of Heilongjiang state-owned forestry enterprises after the logging-cutting cessation were of great practical significance for the economic development and industrial structure transformation in state-owned forest areas.First of all,this study took references to research status at home and abroad and related theoretical summaries of the transformation behaviors of Heilongjiang state-owned forestry enterprises.Starting with the status quo of the transformed state-owned forestry enterprises after the holistic logging cessation in Heilongjiang and combing relevant literature and field researches,the main problems in the transformation of Heilongjiang state-owned forestry enterprises were investigaged from three aspects:status-quo,development foundationand practical reasons for the transformation of Heilongjiang state-owned forestry enterprises.According to the theory research paradigm of "perception-impact-behavior",the factors affecting the transformation behaviors of Heilongjiang state-owned forestry enterprises after the total cessation of logging were analyzed in a bid to construct and put forward the theoretical model and research hypothesis of the influence mechanism of the transformation behaviors of Heilongjiang state-owned forestry enterprises.Secondly,using statistical and econometric analysis methods to analyze and process the data of the field survey,through the structural equation model(SEM)to verify the theoretical models of the impact mechanism of the transformation behaviors of Heilongjiang state-owned forestry enterprises;on this basis,impact path analysis was carried out,and three aspects of direct impact path,indirect impact path and adjustment path were proposed.The impact paths of transformation behaviors of Heilongjiang state-owned forestry enterprises provided scientific theoretical basis to the development of transformation behaviors of Heilongjiang state-owned forestry enterprises.Thirdly,based on the analysis of the impact paths of the transformation behaviors of Heilongjiang state-owned forestry enterprises,the research results of the direct impact path showed that "transformation motivation?transformation behavior" had a significant impact,reaching 0.666,the highest among all the direct impact path coefficients,.The path coefficient of "building private brand direction?transformation behavior" was the biggest,reaching 0.349.The path coefficients of "organizational platform transformation direction?transformation behavior" and "big data transformation direction?transformation behavior"were 0.147 and 0.149 respectively,in line with the reality.It showed that Heilongjiang state-owned forestry enterprises paid more attention to the construction of their own brands in the process of transformation and development,which was in line with the reality.Among the direct influence paths of "opportunity identification capability?transformation behavior","organizational learning capabilityvtransformation behavior","enterprise execution capability?transformation behavior" and "transformation innovation capability?transformation behavior",the path coefficients were 0.315,0.296,0.06 and 0.411,respectively.It showed that in the process of transformation and development of Heilongjiang state-owned forestry enterprises,the path coefficient of transformation and innovation capability was the biggest,and the direct impact on enterprise transformation behaviors was the largest.In the process of obtaining the research results of the impact path of intermediary effect,when the intermediary variable transformation capability was added,the influence of transformation motivation on transformation behaviors was weakened(path coefficient changed from 0.67 to 0.21),so transformation capability played a part of intermediary role between transformation motivation and transformation behavior.The intermediary effect of opportunity recognition capability was 0.219,and the main reason was that Heilongjiang state-owned foresry enterprises were in an initial stage of market-oriented transformation,and attached great importance to the cultivation of opportunity recognition capability,which helped enterprises and employees access the market environment quickly.In the process of obtaining the research results of the impact paths of regulatory effect,when the degree of transformation of regulatory variables was added,the degree of transformation had a regulatory role in the capability of opportunity identification and organizational learning and transformation behaviors,while the degree of transformation hadno regulatory role in the capabilities of enterprise implementation and transformation innovation as well astransformation behaviors.Finally,according to the research results,the goal and countermeasures to promote the transformation of Heilongjiang state-owned forestry enterprises were proposed.Based on the research results of structural equation model path analysis the development goals of promoting the transformation behaviors of Heilongjiang state-owned forestry enterprises were put forward in four areas:transformation motivation,transformation capability,transformation direction and transformation degree.According to the practical problems existing in the transformation of state-owned forestry enterprises in Heilongjiang province after the total cessation of logging,more operable countermeasures and suggestions were delivered in the paper,including top-level design to promote the transformation of organizational platform,acceleration of mechanism and system reform,a more reasonable positioning of the relationship between the government and state-owned forestry enterprises,initiatives to strengthen the introduction of new technical talents and to promote the construction of modern enterprise culture.The paper offered a more reliable practical basis for the future transformation and development of Heilongjiang state-owned forestry enterprises.
