Study On Factors Restricting Government Purchasing Of Commercial Forests In Fujian’s Key Ecological Locations And Countermeasures

It is clearly pointed out that in the report of the 19~thh National Congress of the Communist Party of China we should accelerate the reform of the ecological civilization system and build a beautiful China.In 2016,Fujian province took the lead in launching pilot reforms such as key commercial forest redemption in eco-locations.A lot of exploration and practice have been carried out in the pilot cities and counties in the province,but there are still some constraints in the process.Based on the considerations mentioned above,from the perspective of the whole province,it is pointed out the specific countermeasures to the constraints of the government redemption that can optimize and crack the commercial forest of the key eco-locations combined with the author’s own thinking and the actual situation of each place in this thesis to provide some reference for the government redemption of the commercial forest of the key eco-locations in Fujian province and even other cities in the world.The innovation experiment of the commercial forest redemption system in key eco-locations in Fujian province is taken as an example for the study of the thesis.Based on the actual investigation of the pilot counties and cities,the redemption methods and the implementation of the work of each county and city are analyzed,and the advantages and limitations of different redemption models are reviewed in the thesis.Through a comprehensive review of the redemption models of commercial forests in key eco-locations,it is found that there are still constraints on funds and policies in the implementation of the system,and the questionnaires are used for analysis and demonstration.In view of the problems mentioned above,objective and effective suggestions in terms of funding channels,reform forms,business management,and mechanism innovation have been put forward.This thesis is divided into seven chapters.The first chapter mainly elaborates on the research objectives and significance,research progress at home and abroad,and the specific research methods.The second chapter mainly elaborates on the core concepts and related theoretical foundations.In the third chapter,from the perspective of the work foundation,current situation,exploration,innovation and effectiveness of the reform of the key commercial forests in eco-locations in Fujian province,the status quo of the implementation of the redemption policy of the commercial forest redemption system in key eco-locations in Fujian province is analyzed.In the fourth chapter,the constraints of the commercial forest redemption system in key eco-locations in Fujian province are mainly analyzed,which is reflected in the fact that the relevant legal basis and policy framework are imperfect,the reform funds are difficult to sustain,the interests of forest farmers are difficult to be effectively protected,and the implementation of policy understanding by stakeholders is not in place.After the redemption,the management and management effect is not satisfactory.At the same time,through the deepening of some cities and counties that have already carried out this work,design questionnaires and semi-structured interviews to understand the forestry department staff,village cadres,forest farmers and other stakeholders,and found that there are still some problems in the implementation of the implementation.The fifth chapter mainly compares and analyzes the experience of the commercial forest redemption system in key eco-locations in Fujian province Province and neighboring provinces.The sixth chapter mainly analyzes how to optimize the the commercial forest redemption system in key eco-locations in Fujian province.The first is to speed up the establishment of a key eco-regional commercial forest government redemption policy system,the second is to establish a diversified financing system,and the third is to promote The multi-form reform pilot,the fourth is the innovative management model,and the fifth is to improve the ecological benefit compensation and incentive mechanism.Finally,I summarize the thesis and look forward to the future from my own understanding.
