The traditional mode of extensive use of cultivated land emphasizes the multiple cropping index in a one-sided manner,uses pesticides,fertilizers,and plastic membranes in large quantities for predatory production.Excessive use of land brings serious burdens on land resources,resulting in soil erosion,soil compaction,and decline in soil fertility unfavorable to China's agriculture.At the Fifth Plenary Session of the 18 th CPC Central Committee,it was proposed in some areas that the trial implementation of arable land rotation as fallow.The fallow of cultivated land is important for recuperation of cultivated land,safeguarding national food security,improving ecological environment,and sustainable use of land resources.Therefore,from the perspective of farmer households,based on the classical game theory and the hawk-game theory,this study systematically analyzes the behavior selection mechanism of farmer households participating in arable land.Then the field survey data was introduced into the binary Probit regression model to analyze the factors affecting farmers' willingness to fallow.It is of great theoretical and practical significance to study the fallow of cultivated land from farmer households and fully consider the rational behavior choices of farmer households in order to promote the implementation of the fallow cultivation project in China.The main conclusions of this study are as follows:(1)Through field research,it was found that although the farmers' fallow of cultivated land in Guizhou Province was supported and supported by farmers,the implementation and implementation of the policies were not satisfactory.The willingness of farmers to participate in the fallow cultivation project was positive,but the stability was not strong.There is still a certain degree of uncertainty in whether to continue to participate in fallow;local governments have failed to implement the fallow project,and the propaganda in the initial stage of fallow is not strong,resulting in a low level of awareness among farmers,and on the issue of compensation that farmers are concerned about.The local government failed to formulate a sound implementation strategy for compensation;in the central government,the lack of an effective monitoring mechanism and fallow acceptance standards led some local governments to adopt passive strategies for policy implementation.(2)When the income of farmer households participating in fallow is greater than the income of farmers themselves,the policy of arable land fallow also achieves the most ideal situation.The central government,local government,and farmers all achieve maximum benefits and can ensure the stability of the project.With effectiveness,this also requires the government to constantly encourage farmers to actively participate.(3)By constructing the eagle pigeon game model to further analyze the behavior choices among the rural households,we have found that in order to encourage the rural households to continue to participate in fallow cultivation,it is necessary to ensure that the farmers have stable income.From the analysis of model results,we can see that only if the fallow yield of farmers is double that of planting income,will the farmer households choose fallow tactics.The greater the proportion between compensation income and planting income,the more irrational peasant households will change their rational strategies.The faster it will be.(4)Through empirical analysis,it is found that the factors influencing farmers' willingness to participate in cultivated land fallow are various,mainly including: education level of the farmers,risk preference,concurrent employment of farmers,whether the project is contracted,and farmers fallow the cultivated land.Therefore,this article proposes the following corresponding policy recommendations:(1)Implement incentive policies,respect the willingness of farmers to choose behaviors,change the status of “semi-forced” fallow cultivation,and cultivate ecological awareness of farmers.(2)Perfect the policy of fallow implementation,formulate detailed fallow contracts,implementation specifications,and acceptance criteria,and make the fallow information transparent so that fallow can be effective.(3)The central government should strengthen supervision,formulate a sound assessment and dynamic supervision mechanism,and timely and effectively deal with issues arising from the implementation of fallow programs.
