The Current Situation And Countermeasure Research Of Animal Quarantine Supervision In Inner Mongolia

Animal quarantine is very important for the epidemic prevention,promoting the breeding industry, protection of human health, economicprosperity and promoting the trade. The main goal of the animal quarantine ispreventing the spreading of zoonosis, parasitosis and other harmful organisms,controlling and putting out the animal diseases, protecting the development ofbreeding industry and human health, as well as ensuring the safety of animalproducts. It is very significant to strengthen the supervision of animalquarantine, and make the animal quarantine work properly. Combined withmy work at the institute of animal health supervision in Inner Mongolia, Imade studies to survey, analyze and compare the situation of animalquarantine in Inner Mongolia, and to find out the existing problems andpropose some suggestions and counterplan for perfection of animal quarantinesupervision.Animal husbandry is an important part of the dominant industry in InnerMongolia, especially the number of cattle and sheep covered very bigproportion in our country. Among them, the yield of milk and lamb rankedfirst in our country. In addition, since Inner Mongolia has a long border withMongolia and Russia, so it is a question worthy to discuss on how tosupervise the animal and animal product quarantine;, prevent the animaldiseases transmission and spreading; ensure the development of animalhusbandry; as well as prevent the dead animal products flowing to the tableand provide the safety and high quality animal products.In this study, first, by collecting, concluding and comparing themanagement system of animal quarantine both nationally and internationally,and based on the discussion of the management system of our country, weanalyzed the advantages of the animal quarantine system of animal husbandrydeveloped country to propose some suggestions and strategies for perfectingthe animal quarantine supervision in Inner Mongolia. Second, we collectedand systemized the natural geographical features and situation of livestock production, as well as the supervision institution of animal quarantine,personal quantity and composition in our autonomous region. We made somesurvey on the implementation situation of produced area quarantine andslaughter quarantine in Inner Mongolia autonomous region, and collected andanalyzed the quarantine records of each League and city. We also pointed outthe problems and drawbacks of our current management system of animalquarantine in Inner Mongolia, and proposed some suggestions and strategiesto providing the theoretical basis and reference for the further perfecting thesupervision system in our autonomous region.The suggestions and strategies of perfecting the supervision of animalquarantine in Inner Mongolia: First, defining the concept of “Animalquarantine” more clearly by mirroring on the practices and experiences ofanimal and animal product quarantine of OIE and developed country, meansthat animal quarantine is a inspection behavior that technical inspection ofanimal and animal product was responsible for the technical section ofveterinary, and based on the inspection, the quarantine officer (officialveterarian) will make review and testify the quarantine. Second, establishingthe supervision system of official veterinary that the animal farm (breedingarea) and packinghouse will be responsible for the animal disease inspectionon their animals and animal products. Third, establishing the scientific andreasonable Government funds safeguard mechanism. Forth, aiming at theproblems of few quarantine officers with old age and lower education in ourautonomous region, further enforcing the construction and training of theteam of animal quarantine officer, and establishing a high quality team ofanimal quarantine and supervision. Fifth, make adequate survey on thedistribution of breeding industry and the workload of produced areaquarantine and slaughter quarantine in our autonomous region, and based onthe survey, reallocate and reinforce the animal quarantine institution to fitneed of animal quarantine and supervision in our autonomous region.
