Research On The Issue Of Crop Rotation And Fallow System In Henan Province

With the steady improvement of agricultural productivity,the promotion of grain output is not the main target of current agricultural development.To realize the sustainable development of agriculture,to protect the ecological environment and to carry out the reform of the side structure’s agricultural supply is the key point of the agricultural work which is put forward by the party and the government.The system of rotation cropland is an important means to carry out the agricultural supply side reform in China,and is also one of the important measures to realize the sustainable development of modern agriculture.Therefore,it is necessary to explore the system of rotation cropland and study the mode of rotten farming in the main grain producing areas.This paper based on the research of the theory of the agricultural supply side structure reform,sustainable development theory,and ecological compensation theory.Combined with the connotation of "Fallow rotation",through field investigation and research on the existing phenomenon of rotation fallow in Henan province and its causes were analyzed.That the phenomenon of rotation fallow in Henan Province which has the characteristics of the spontaneity,blindness,is mainly due to factors of food prices caused by the government’s agricultural policy adjustment and guidance.This paper analyzes the factors that restrict the development of fallow in Henan Province,and believe that Henan’s current agricultural talent reserves,scientific and technological levels and imperfect agricultural policies is a shortage for development of Henan’s system of rotation.Therefore,if it needs develop and implement the rotten farming system for a long time in Henan,it is necessary to improve it on the basis of this system.The balance of grain supply and demand in Henan Province as the basis,through the establishment of grey GM(1,1)model,it is the best way to predict the consumption of wheat and Maize in Henan Province,with an average growth rate of grain yield in Henan province corn and wheat forecast.Finally calculating Henan province wheat and maize rotation fallow scale is 425.146 thousand hectares.Corn acreage can be adjusted to 108.928 hectares,and will need to be carried out in Henan province.Rotation fallow land is divided into four categories:Low water funnel area,heavy metal pollution,continuous cropping area and non favorable areas.The paper puts forward different types of cultivated land in Henan Province,the mode of rotation fallow and the way of technical implementations to achieve.It also has conducted the research and the development of Henan province rotation fallow system and put forward the guiding thoughts and principles and specific policy measures the research.The research pointed out that the development of crop fallowsystem in Henan Province is to build a strict system,the development of the three rotations fallow production integration to provide personnel and technical support,the development of land circulation and the appropriate scale of operation,construction of food wrapped function area and an important agricultural production in protected areas,which enhances the financing channels,strengthen agricultural infrastructure construction and lay the foundation for the future development of Henan province crop fallow system to provide the basis for the implementation of rotation fallow system.
