Research On The Comprehensive Management Mode Of Farmer Participatory Eco-clean Small Watershed

Comprehensive management is one of the practicable solutions in controlling the soil and water erosion of small watershed.With the development of the times and the improvement of ecology and environment manage standard,eco-clean small watershed manage has become the new element of soil and water conservation.Jiangxi is one of the provinces which suffered in severely soil and water erosion in the red soil region of southern China.How to employ the social forces is critical in eco-clean watershed comprehensive management,especially to the farmers acted as the dominated role in soil and water control,governance results maintenance and land resource utilization.In this research,participatory farmer assessment method was used to the farmers randomly selected in the watershed.The information of participation,satisfaction and motivation of farmers in watershed projects construction were collected by the ways of questionnaire survey and semi-structured interview.The key factors that influence the behaviors of farmers in soil and water conservation were found by the person correlation analysis,furthermore,the research of farmer participation motivation in soil and water conservation was made.Based on the analysis results of current watershed management,the farmer participatory watershed management process was presented,and Eco-clean watershed management mechanism was provided in consideration of the construction and management.The several farmer participatory management models were shown below.(1)The "government-enterprise-professional cooperative-farmer" management model: Based on national policies and investment,mobilize all parties to invest in governance,use limited funds to leverage and obtain better returns.(2)The “government-large-professional association-farmer” management model:The government acted as the leading role and increased the income of farmers by building an economic cooperation organization with profitability expectations.Professional associations provided technical exchange platforms for farmers,undertaken supervision of project implementation and built a participatory security system,and complied rural ecological science and technology demonstration.(3)The “government-professional cooperatives-financial institutions-farmers”management model: Under the government guarantee,farmers invested in cooperatives and financial institutions through investment and labor.The cooperatives in charged the development and management,provided technical services and reduced various risks.Loans to financial institutions in the name of cooperatives to solve the problem of start-up capital for some rural households,and realized the rapid development of rural economy,steadily increase the income of rural households(4)The “government-company-cooperative-base-farmer” management model:Through the government's introduction of scientific and technological forces,established a technology demonstration and technology promotion base in transforming and implementing various types of new technologies,and ultimately for the purpose of “risk sharing and benefit sharing” complex.
