Research On The Application Of Agricultural Water-saving PPP Model In Julu County

Julu county is located in the super mining area of groundwater in Hebei province.The shortage of water resources restricts the development of local economy and society.Overoverexploitation of groundwater has caused a series of environmental problems and seriously affected the sustainable utilization of local water resources.In 2014,the groundwater overexploitation was carried out in Julu county.However,the government was simply relying on the government finance.The method satisfies the capital demand of large agricultural water-saving projects,and the efficiency of groundwater overexploitation is low.The introduction of PPP model will help to solve the problem of government financial tension,improve the efficiency of government public products supply and change government functions.Because the PPP model in our country has little experience in the field of agricultural water saving,and the evaluation method of item value is not perfect,many regions have the situation of doing PPP in order to do PPP,even the local government is difficult to measure the advantages of the PPP model and simply relying on the government investment.Therefore,only the efficiency of water saving irrigation under the PPP model is achieved.To make a correct and objective comprehensive evaluation,especially to evaluate the influence of the implementation of water saving projects to the economy,society and the environment,and to compare the advantages of the PPP model with the traditional government model,can we reveal the main factors that affect the development of the PPP model of agricultural water saving irrigation in Julu county.The project operation mechanism is studied,and the comprehensive benefit of the PPP mode of agricultural water saving is evaluated objectively and objectively.This paper,taking the agricultural water-saving PPP project in Julu County of Hebei Province as an example,analyzes the current situation and reasons of the construction of agricultural water-saving project in Julu County by introducing PPP model,and introduces how the PPP model is applied to the agricultural water saving field from the angle of financing structure,organization and management,risk distribution,interest distribution and project transfer.From three aspects of economic,social and ecological benefits,this paper analyzes the benefit of introducing PPP model in the field of agricultural water saving,and analyzes the reasons for the benefit produced by the construction of theagricultural water-saving project and the traditional government model water conservancy project under the PPP model.Finally,the application conditions and the safeguard measures of the agricultural water saving PPP model are finally made.Based on this,some countermeasures and suggestions are put forward for the promotion of PPP mode for agricultural water-saving projects.Through the study of the above content,the conclusion is drawn that the PPP model effectively solves the problem of local government financial tension,not only brings great economic benefits to the Julu county government,but also can improve the agricultural production conditions,adjust the agricultural industrial structure,promote the process of agricultural modernization,and promote the development of agricultural technology service industry.Meanwhile,it has the function of improving the water environment and ecological environment quality in rural areas.By combining the construction of agricultural water-saving facilities and the PPP model under the traditional government mode,the comparison and analysis found that the capital advantage of social capital under the PPP model can expand the scale of the construction of water-saving projects.The diversification of the financing channels of PPP mode can complement the gap of the government funds,and the rich experience of social capital makes the management of water-saving projects more effective.Plus effective,reasonable risk sharing under PPP mode and perfect interest mechanism are more conducive to the good operation of the project.But at the same time,the agricultural water-saving PPP model of Julu county is not suitable for all water saving projects.It is necessary to meet the applicable conditions of the project and follow the safeguard measures of the project to replicate the project.
