Feasibility Study On PPP Project Of "Beautiful Countryside" Gasification Project In Yaozhou District Of Tongchuan City

In recent years,China's rapid economic development,city infrastructure construction has been greatly improved,but the development of rural infrastructure is relatively backward,so the party's eighteen years,with the construction of new socialist countryside,the rural ecological civilization construction is put forward for the first time.Rural gasification is one of the important infrastructure of ecological countryside,but it is difficult for the government to meet the needs of rural infrastructure construction under limited financial conditions.Therefore,how to solve the lack of funds and effective use of government funds in the construction of rural gas infrastructure is more important.The PPP model can solve the bottleneck of the shortage of funds for the development of public utilities,and can flexibly optimize the allocation of social resources through the market mechanism,which is a more social benefit infrastructure construction mode.It is characterized by greater reliance on the private sector,and less reliance on government departments to meet the needs of the public.However,the improper application of the public will lead to a lose lose situation.Through the feasibility study,to provide guidance for the government decision-making,can avoid the government decision-making errors,has good practical significance.Based on PPP model,project management,engineering economics and other knowledge,the feasibility of PPP project of "beautiful countryside" gasification project in Yaozhou District of Tongchuan city is systematically analyzed and demonstrated inthis paper.Through the research and analysis of the project demand,project structure and construction plan,it shows that the project gas demand is considerable,the project structure and construction scheme are reasonable.From the profitability of the project,financial affordability and anti risk ability of three aspects of the project's financial and economic analysis,indicating that the project is feasible.The implementation of this project provides a solution to the problem of rural gasification of Tongchuan City,on the other hand also accumulated some experience for other infrastructure and public services such as sewage treatment,garbage disposal and its demonstration significance.
