Cultivated land resource is the prime of land and plays an important and basic role in safeguarding the healthy and sustainable development of agriculture.With the increase of population and the acceleration of industrialization,urbanization and agricultural intensification in China,cultivated land resource has faced the lack of reserve resources,low quality of cultivated land and aggravated soil pollution.Therefore,it is important to complete the quality evaluation system of cultivated land and it will create a global and strategic significance to regulate agricultural scientific production and grasp the dynamic changes of the quantity and quality of cultivated land.The People’s Republic of China’s “the 13 th Five-Year Plan for National Economic and Social Development(2016-2020)” has stated that “we must focus on protecting and improving the cultivated land quality,and we should imply the assessment and monitoring projects of cultivated land.” At present,the agriculture land classification and cultivated land productivity evaluation has organized and implied by the Ministry of Land and Resources and the Ministry of Agriculture respectively.To a certain extent,they both promote the national management of land and the guidance of agricultural scientific production,but the two achievements don’t realize the data communion and transformation both in academic research and practice.And it brings a lot of inconvenience to the relevant land management works such as the accounting of agricultural land productivity,the identification of farmland quality standard,the balance of farmland compensation and the delineation of basic farmland.Therefore,it is necessary to establish and improve the cultivated land quality assessment for China’s land management practice and academic research.The study rely on the “Farmland quality protection and construction in the three provinces of Northeast China” project of the State Bureau of Shenyang Land Supervision.It takes Faku County of Liaoning Province as the research area,and it is based on the existing data and map results of “Faku agricultural land classification improvement report ”(2012)and “ Faku cultivated land productivity evaluation report”(2009).Combining the relevant literature and research,using GIS technology and statistical analysis techniques and siting the perspective of quantitative relationships and spatial distribution to explore the differences in the evaluation process and methods and the evaluationresults of agricultural land classification and cultivated land productivity evaluation.The result indicates that: On the process and method,the agriculture land classification and cultivated land productivity evaluation,the two evaluations have different emphasis on the attributes of land assets and production attributes,the different of the levels of evaluation are different for the“Nature-Utilization-Economy”and singleness of farmland fertility,the two evaluation systems have different emphasis on the land management measures and the soil nutrients in terms of index selection and weight determination,and the different of the sources of relevant parameters and attribute data comes from the time node and acquisition method.Taking Faku County as the example to analysis the evaluation results of agriculture land classification and cultivated land productivity evaluation,it shows that the evaluation region and area of the two results are different,in which the agricultural land is more widely divided than the cultivated land,especially in the river course,cross-strait,reservoir side sources and nearby the roads and villages.At the same time,the corresponding relations between the “Class” and “Grade” of the two evaluations are inconsistent.In terms of quantity,the two evaluations show that “One-Class to Multi-Grade” and the identification of the “Best and Worst” cultivated land aren’t synchronized.In terms of spatial distribution,most of the high-level cultivated land are in the middle of the village is distributed around the village where the road accessibility is reached,while the high-level cultivated land in the evaluation of farmland fertility are nearby the roads and villages,while the results of cultivated land productivity are contrarily.To the low-grade cultivated land of the two evaluation,they are both distributed to the west of the adjacent reservoirs and river banks.There are differences and consistency in the determination of high-level and low-grade lands,and the two assessments of“Class”and“Grade”show greater differences in the evaluation of cultivated land quality on the same location.
