| The small irrigation and water conservancy facilities,known as”blood capillary” of farmland,has dual effects on drought-resistant and waterlogged land drains.So the small irrigation and water conservancy facilities is directly related to food production efficiency.Strengthening its construction and maintenance can improve farmers’ ability to resist natural disasters and achieve high and steady yield of grain,it has irreplaceable role for agricultural production.But because of public goods characteristics of small-scale water facilities,the phenomenon of farmers "free-rider" is serious,thus leads to that the problem of losing main body of small irrigation and water conservancy facilities management and undersupply becomes increasingly outstanding,which hinder China’s agricultural production to a great extent.Farmers,as the small-scale water direct users and beneficiaries,to participate in can greatly improve water supply in the small-scale farmers.But the survey found that farmers’ degree of involvement is not high and farmers’ willingness in participate is not strong in actual.Organization Support and social trust of is the key power to realize supply mechanism of farmer cooperation and peasant household to participate.Therefore,based on organizational support and social trust perspective,this paper research on influence mechanism of the farmers’ willingness to participate in small-scale water supply,and put forward some reasonable policy suggestions.From the angle of organizational support and social trust of farmers,this paper respectively select specific measure dimensions of organizational support and social trust,and describe the characteristics of the dimensions,and construct the index system of organizational support and social trust,analysis the influence mechanism of organization support,social trust of farmers to participate in the small-scale water supply will.First of all,through reaserched and sorted out the research literature about small irrigation and water conservancy facilities,organizational support and social trust,this paper think that social trust can be measured by special trust and general trust and organizational support can be measured by informational support and tool support.This paper choose 791 micro families and 40 villages survey data in Inner Mongolia and Ningxia provinces,and measure the weight of dimensions of the specific indicators by using factor analysis,and get the factor score of each dimension,then get comprehensive organizational support index and comprehensive index of social trust.Finally,on the basis of describing the statistical analysis of characteristics of villages and farmers individual and family,village features and the status of small water supply,this article uses the HLM model to further estimate degree and direction of the level of villages and farmers factors influence the farmers’ will to participating in small-scale water supply.Through the empirical analysis,this paper can get the following results:(1)the affect of farmers individual level and the village level factors to farmers participating in small-scale water supply willingness is obviously different.Therefore,this research are discussed from this two levels.(2)The higher level of organizational support,the stronger will of farmers to participate in small-scale water supply,and the farmers pay more attention to emotional support from the organization than instrumental support.So to improve the farmer’s emotional support are more helpful to improve farmer participation in small-scale water supply will.(3)The higher degree of Farmer’s social trust,the stronger will of farmers to participate in small-scale water supply,and compared with the general trust,special trust of farmers to participate in the small-scale water supply will influence more prominent.So improving the level of the farmer’s special trust are more helpful to improve farmer participation in small-scale water supply will.(4)The interaction item of social trust and emotional support significantly influence farmers’ will to participate in the small-scale water supply.The more emotional support farmers felt,the more significant the degree of social trust of farmers to participate in the small-scale water supply.Therefore,at the same time of raising the level of social trust in farmers,village organizationthe must focus on famers’ affective support,thus can more effectively improve the farmers participate in small-scale water supply willingness.(5)Because of the stronger incentive effect of the poverty alleviation policy to the farmers,farmers in the funding than the others stronger to participate in,so in the process of farmers to participate in the small-scale water supply,the government can give appropriate subsidies to reduce the burden of farmers.In addition,farmers in the village that agriculture accounted for the proportion of total revenue is higher strongly depend on Small irrigation and water conservancy facilities,and have greater power to participate provision.Therefore,the government should take certain incentives to make farmers engaged in agricultural production. |
