| Agriculture is the basis of development in the national economy.Only by ensuring the sustainable and stable development of agriculture can we guarantee the country’s food security.Farmland irrigation is an important determinant of agricultural production in northern China,especially the northwestern region.As one of the most important rural basic production facilities,small farmland water conservancy facilities are the "last mile" of farmland water conservancy irrigation facilities.The supply situation directly affects the efficiency of agricultural output.Especially with the development of modern agriculture,agricultural production has put forward higher requirements for it.However,the current supply situation of small farmland water conservancy facilities is not optimistic,and there are still many problems.In the process of supplying small farmland water conservancy facilities,the village as the basic unit for farmers to obtain related supplies.The supply level of small farmland water conservancy facilities is the public material basis for farmers to obtain irrigation,and farmers are the final users of small farmland water conservancy facilities.Its evaluation of the supply of small farmland water conservancy facilities not only reflects the short board of supply,but also reflects the matching of supply and demand preferences.Therefore,it is of great theoretical and practical significance to explore the availability of small-scale farmland water conservancy facilities from the level of farmers and villages.The thesis through sorting out relevant research literature of farmland water conservancy facilities,guided by the relevant theories of public product supply and based on the micro survey data of Guanzhong in Shaanxi,One is to explore the availability of small farmland water conservancy facilities from the village level,that is,by constructing a small farmland water conservancy facilities supply level evaluation index system and using factor analysis to investigate the village small farmland water conservancy facilities supply level;the second is to explore the effectiveness of small farmland water conservancy facilities from the level of farmers,and use the entropy weight method-cloud model and factor analysis method to conduct an empirical study on the effectiveness of small farmland water conservancy facilities as a whole and different regions.and analyze the matching between the material supply of small farmland water conservancy facilities and farmers’ demand preferences,Then through the layered linear model,the empirical research on the influencing factors of the supply efficiency of small farmland water conservancy facilities from two levels of villages and farmers,and then gives relevant countermeasures and suggestions for improving the supply efficiency of small farmland water conservancy facilities.The main research conclusions of this thesis include:(1)The supply level of small-scale farmland water conservancy facilities in the Guanzhong area is not high and the regional differences are large.The improvement of its supply level is mainly restricted by the construction of canals,wells and supporting facilities.(2)The empirical results of entropy weight method and cloud model show that the expected value of the overall evaluation of the availability of small farmland water conservancy facilities at the farmer ’s level is 3.3148,which is between "general" and "more satisfactory".Judging from the evaluation results of different indicators,the average satisfaction of farmers on the unit price of water charges,the concern of village organizations,and the government input is lower than the overall evaluation;The empirical results of the factor analysis method show that the availability of small farmland water conservancy facilities at the farmer level is above average,but there are still many problems.Farmers generally have low evaluations of the unit price of water fees,the adequacy of irrigation water,government input,and the irrigation situation of the water management organization.(3)Of the 9 counties surveyed in the Guanzhong area,the material supply level of small farmland water conservancy facilities at the village level in Huyi District,Yangling Demonstration Zone,and Xingping County is lower than the effectiveness evaluation at the farmer level,while the remaining 6 counties The level of material supply in the district is higher than the effectiveness evaluation of farmers,indicating that the material supply of small-scale farmland water conservancy facilities in most areas does not match the demand preferences of farmers.(4)The supply efficiency of small farmland water conservancy facilities consists of two parts: village supply level and farmer supply effectiveness evaluation.At this stage,the supply efficiency of small farmland water conservancy facilities is not high.The analysis of its influencing factors shows that the total length of the anti-seepage channel at the village level significantly affects the availability of small farmland water conservancy facilities;the government attention,facility management status and facility demand at the farmer level significantly affect the availability of small farmland water conservancy facilities,while the gender of farmers and irrigation methods significantly negatively affect the availability of small farmland water conservancy facilities.According to the research conclusions,this paper proposes the following aspects: rationally setting irrigation water prices,improving grassroots organizations and services,cultivating new farmers and rural elite teams,establishing farmers’ demand expression mechanisms,clarifying government supply responsibilities at all levels,and increasing investment efforts.To improve the availability of small farmland water conservancy facilities. |
