Farmland water conservancy facilities are related with optimal allocation and economicaluse of water resources, farmers’ production and living, the national food security. Especiallythe small-scale farmland water conservancy facilities which are distributed in the fields, havea direct impact on agricultural production. The party’s18put forwards clear requirement fordeepening water reform and strengthening water conservancy construction: speed up theconstruction of small water conservancy projects, efforts to solve the “last mile” problem.In recent years, the Chinese state has been concerning about the construction of farmlandwater conservancy, increasing special subsidies and supply for small-scale water conservancyfacilities. But the irrational supply structure and inefficiency which are caused by theasymmetric supply and demand has been outstanding. Root cause of these problems is toignore the real needs of farmers who really need the small-scale water conservancy facilities.Public goods nature of small-scale water conservancy facilities determines that it can notreflect the real information of rural households demand by market prices. Thus how toidentify the rural households demand for small-scale water conservancy facilities and thedemand strength and what factors to influence them? What measures can help achieve therural households demand to promote the effective supply of small-scale water conservancyfacilities?This article will focus on these issues to start thinking. First, design the questionnaire inreference to the existing theoretical and empirical evidence. Then select appropriate villagesbased on geographical features and agricultural production conditions of Shandong andNingxia to conduct field interviews and questionnaire surveys. Second, use contingentvaluation method(CVM) to characterize the rural households demand for small-scale waterconservancy facilities. Set up the establishment of multi-Logistic regression model aftertheoretical analysis of the factors which affect the rural demand. Then classify these factorsinto village layer and the rural layer as well as to promote the realization of the rural demandand to provide policy recommendations for the construction of rural water service system.The main conclusions are as follows: First, the small-scale farmland water conservancy facilities’ supply and demand areasymmetric, leading to such problem are caused by many factors.Second, the contingent valuation method (CVM) can effectively characterize the ruraldemand. Through statistical analysis of the rural willingness to pay and the amount forsmall-scale farmland water conservancy facilities, it shows that majority of the rural are inneed and there is a big difference in demand strength.Third, both village layer and household layer were significant influence factors on therural households demands. There were significant differences in the needs of smallsmall-scale farmland water conservancy facilities between different villages and13.4percentof the difference was caused by village factors. However, the village layer factors had greaterimpact on the entirety and the majority of them caused negative effects on demand of the ruralhouseholds.Fourth, among the village layer factors, whether the county was the archetype ofsmall-scale water conservancy or had water utilize conflicting, whether in recently five yearshad new small-scale irrigation water conservancy facilities and the main water resources forirrigation would be more significant influence factors. On the other hand, among the ruralhouseholds layer factors, their age and education degree, available irrigation area, agriculturalincome, and the encourage effect of grain subsidy would have significant influence on therural households demands.Comparison of previous studies, we got that the village layer factors had greater impactand found possible factors which would influence the rural households demands among thislayer. This provides a good point of view in future research and others can do more in-depth.In addition, among the rural households layer the encourage effect of grain subsidy wouldhave significant positive influence on the rural households demands. This also worth thinkingabout, food subsidy incentives can mobilize the enthusiasm of farmers to grow grain, andthus leading to greater irrigation demands to some extent.
