Study On Post-Construction Management And Protection Of Rural Drinking Water Safety Projects In Yanping District Of Nanping City

The issue of post-construction management and protection of drinking water safety projects in rural areas involves a number of stakeholders including local governments and water conservancy departments;therefore,is unique and complicated.The economic development of rural areas is relatively lagging behind with weak public infrastructure and wide separation between villages.The locations of farmers' residences are not concentrated,resulting in scattered distribution of rural drinking water projects and making it difficult to achieve scale operations.It is difficult to manage and protect once the projects are finished.Farmers have a high cost of drinking water and poor awareness of paid water use.It has real-world implications for the research of post-construction management and protection of rural drinking water safety projects.In order to study the management and protection of post-construction management and protection of rural drinking water safety projects,the paper takes Yanping District of Nanping City as an investigation area.The paper uses the methods of field investigation,in-depth interview,and questionnaire survey to analyze the current situation,existing issues and solutions for the post-construction management and protection of rural drinking water safety projects.It aims to provide reference and insights for future rural drinking water safety management.The new data provided by the study also have certain theoretical value.Through field interview and questionnaire survey,the paper finds out that that major organizations in charge of the post-construction management and protection of rural drinking water safety projects in Yanping District of Nanping City are local administrative departments and joint-stock companies.The main models of post-construction management and protection include the management model of the urban water supply companies,the management model of the water supply associations,the operation model of village collectives,and the operation model of contracting and leasing.Survey data show that rural residents in Yanping District are not very satisfied with the water supply methods of drinking water safety projects.Major problems are lack of daily inspection of water quality,the lag in the building of post-construction management and protection systems,demand deviation between government and businesses,and low satisfaction rate of post-construction supervision.Technical support systems are lacking,participation in the management mechanism from water users is not yet perfect,and price approval and supervision responsibilities from the pricing authorities are not effectively fulfilled.In order to improve post-construction management and protection of rural drinking water safety projects in Yanping District,it is important to improve the post-construction management and protection system.Platforms are needed for multi-department collaboration and participation from the society.It is suggested to determine the appropriate management modes according to local condition and enhance the cultivation of professional talents.
