Study On Allocation Of Compensation Funds Of Grain For Green In Shaanxi Province

So far,Grain for Green project is an ecological construction project with strong policy,large investment and wide range.The government invests a large amount of compensation funds to obtain ecological benefits and helps farmers increase income.The current allocation of compensation funds in Shaanxi Province is same compensation standard every areas.But in reality,areas which are different land produce different benefits.It could lead to an inequality that the compensation funds which farmers in areas of better land obtain can’t satisfy the income which farmers obtain from farmland,and the compensation funds which farmers in areas of worse land obtain exceed the income which farmers obtain from farmland.Then farmers are not very motivated,ecological and economic benefits reduce.Therefore,how to reasonably allocate the compensation funds for Shaanxi Province’s Grain for Green has become an important research.The main work of this thesis is as follows.The current situation and problems.This thesis first introduces the current situation of the allocation of compensation funds for Grain for Green in Shaanxi Province,and introduces the progress,the effectiveness,the investment,and the allocation of compensation funds of the project.Then,this thesis analyzes the effect of compensation funds of Grain for Green in Shaanxi Province from namely macro level,medium level and micro level.It finds the problems by comparing the efficiency between provinces and counties,as well as the survey about farmers.The results show that allocation of compensation funds for Grain for Green in Shaanxi Province has the following problems.First,the efficiency in Shaanxi Province is lower than others.Second,every areas have same compensation standard,but their efficiency is different.Third,every areas have same compensation standard,but their benefits are different.Forth,farmers are not satisfied with the compensation funds.Fifth,farmers have a strong desire to return to farming.These problems directly affect the progress and benefits of Grain for Green in Shaanxi Province.Optimizing the allocation of compensation funds.Based on the existing problems in the allocation of compensation funds,an optimal model of compensation funds’ allocation is established with the aim of the maximization of comprehensive benefits considering the difference of land in different areas.The allocation of compensation funds per mu is made a decision.And the specific scheme was given.Finally,the results before and after optimization are compared.The results show that the optimal efficiency and benefits were better than before.This thesis studies the allocation of compensation funds in view of the existing problems in Shaanxi Province,and puts forward a feasible allocation scheme for the compensation funds,which ensures the effective implementation of the project and provides reference for policy formulation.
