The construction of high-standard farmland is an important means to improve the comprehensive agricultural production capacity of our country.It is of great significance to increase grain production,increase farmers' economic income and ecological protection.On April 8,2009,the State Council at its 56 th executive meeting clearly pointed out that by 2020,the total grain output will achieve the goal of increasing production by 100 billion kg,that is,to reach 110 billion kg.In order to further enhance the basic production capacity of farmland,and to make an important guarantee for food security in China.[Xinhua.The State Council proposed to build 800 million mu of high-standard farmland by 2020 [J].Rural.Agriculture.Farmers(A version),2013(11:6)].It can be seen from this that it is of great strategic value and practical significance to formulate reasonable and perfect high-standard Basic Farmland Planning in a scientific and rational way,which is highly consistent with the current situation of rural farmland in China.In the process of research and Analysis on the construction of high-standard basic farmland,this paper takes Jingbian County of Shaanxi Province as a specific case,comprehensively expounds the planning and design of this project,through field investigation of various local infrastructure,data acquisition through aerial photography and GPS instruments,and the opinions of local residents,and through a series of analysis and calculation.Planning should be carried out to build high-standard farmland projects in water conservancy,agriculture,forestry,science and technology,etc.Agricultural comprehensive productivity and scale of production in the agricultural project area have been greatly improved.Meanwhile,the ability of the project area to withstand natural disasters has been further enhanced.This paper mainly uses analytic hierarchy process(AHP)to evaluate the project construction,choosing 12 factors including road conditions,drainage conditions,irrigation conditions,waterlogging resistance,drought resistance,land pollution and soil and water conservation,and comparing them before and after construction,from economic,social and ecological aspects.The project benefit of high-standard farmland is analyzed.It is fully explained that the agricultural production capacity of the whole project area can be improved by building high-standard farmland.At the same time,the participation of local farmers can be promoted,the relief for work can be replaced,the utilization rate of water resources and the comprehensive production capacity of agriculture can be improved,and the yield of crops can be increased.
