Performance Evaluation Study Of The High-standard Farmland Construction Projects At Maiji District In Tianshui City

Land is the basis for human existence and development.Under the current land situation in China,Gansu Province is facing the grim reality of low quality cultivated land and insufficient reserve resources.Therefore,high-standard farmland has become an important guarantee for agricultural production activities.With strengthen agricultural infrastructure and ecological construction,high standard farmland construction can improve the basic conditions of agricultural production,optimize the agricultural and rural economic structure,increase production capacity and comprehensive benefits,which achieves the protection of national food security,drives farmers' income,and realizes sustainable agricultural development and farming modernization.In order to better understand the benefit developments of high-standard farmland construction projects at Maiji District in Tianshui City,this paper conducted a performance evaluation study of the 2017 high-standard farmland construction projects at Maiji District in Tianshui City.Based on the land supply theory,cost-benefit theory and public value based government performance governance theory,this paper combines the definition of high-standard farmland and performance evaluation concepts,and applies scientific methods such as analytic hierarchy process to carry out the analysis evaluation from input,process,output to benefit these four dimensions.The evaluation results show that the overall performance is Grade B,which performs good,indicating that the project can basically improve local production and living conditions,and bring obvious benefits to the beneficiaries in the project area.At the same time,it was found that there is ineffectiveness in the project and there is still room for improvement in terms of post-construction management and protection,construction capacity of the construction unit,and project communication.In accordance with the results of the project performance evaluation,combinedwith the problems found in the evaluation process and the excellent experience and practices of other areas in the construction of high-standard farmland,this paper puts forward that we should optimize the working system and links,pay attention to the popularization and development of agricultural science and technology,strengthen the management and responsibility of the project after construction,and do a good job in project publicity to the corresponding countermeasures and suggestions.
