Study On Evaluation Of Cultivated Land Use Efficiency In Eastern Inner Mongolia

As an essential element of human survival,cultivated land is of great significance to social development.How to use farmland scientificalland efficiently has become an important guarantee for China's socialist modernization process.Although China's grain output has increased year by year in recent years,China's food shortage is also increasing.At present,China has gradually become the world's largest food importer.A series of problems such as the imbalance of cultivated land occupation,the decline of cultivated land quality,and the occupation of cultivated land by new urbanization have become more and more serious.Therefore,how to improve the utilization efficiency of cultivated land in a limited area of cultivated land has become an urgent problem to be solved.This paper comprehensively evaluates the benefits of cultivated land use in eastern Inner Mongolia,and explores the overall trend,spatial distribution and obstacles of cultivated land use efficiency in the region,providing a theoretical reference for better utilization of cultivated land resources in eastern Inner Mongolia.This paper takes the eastern part of Inner Mongolia as the research object,integrates existing research theories and achievements,and based on a number of academic theories,selects 13 evaluation indicators of cultivated land use benefits from economic,social and ecological aspects,through multi-factor comprehensive evaluation model and coupling.The coordination degree model calculates the cultivated land use efficiency of 49 counties and cities(flags)in Mengdong area from 2007 to 2016,and combines Arc GIS software to carry out spatial analysis of the cultivated land use efficiency in Mengdong area from 2007 to 2016.The change trend of the evaluation value of cultivated land use efficiency in the eastern region on the temporal and spatial sequence.The obstacle model is used to diagnose the obstacles of cultivated land use efficiency in eastern Inner Mongolia.Finally,the countermeasures to improve the utilization efficiency of cultivated land are put forward.research shows:(1)In 2007-2016,the utilization efficiency of cultivated land in Mengdong area showed an overall upward trend,and the ecological benefit evaluation value fluctuated from 2007 to 2016.With the increase of ecological protection and the end of natural disasters,the ecological benefits of cultivated land use returned to the upward trend.Although economic and social benefits have grown rapidly,the fluctuations in ecological benefits have led to a slower increase in the overall benefits of cultivated land use.(2)The spatial utilization of cultivated land use efficiency in Mengdong area is large,and the space is high in the northeast and low in the southwest.The utilization efficiency of cultivated landin different counties and cities(flags)is different,and the areas with high comprehensive utilization of cultivated land use are concentrated.In the plateau area bordering the three provinces of Heilongjiang in the northeastern part of the Mengdong area,near the Daxinganling Mountains,fertile soil,high cultivated land quality and ecological environment provide the basic conditions for the use of cultivated land,and the areas with higher comprehensive benefits of cultivated land use are available.Ergun City,Arong Banner,Moridawa Hankal Autonomous Banner,Horqin Left Wing Zhongqi,Tuquan County and Kailu County.(3)The coordination level of cultivated land use efficiency in Mengdong area is generally low.Only the level of economic-society-ecological coupling coordination in Ergun is up to the level of primary coordinated development,while Kailu County,Arong Banner,Tuquan County,etc.Twenty-six counties and cities(flags)are in over-development category,and 22 counties and cities(flags)such as Naiman Banner,Xinbaerhuzuo Banner and Erlianhaote City are in a mild coordination recession category.In the future,the coordination of cultivated land use efficiency in Mengdong area has a great room for improvement.In the process of agricultural modernization,we should also pay attention to the coordinated development of economic-social-ecological benefits of cultivated land use in Mengdong area.(4)Among the obstacles affecting the improvement of cultivated land use efficiency in Mengdong area during the study period,economic factors and social factors showed a downward trend,and the value of ecological factors increased year by year,which gradually became the main obstacle factor for the utilization of cultivated land in Mengdong area.This is mainly because the deterioration of the ecological environment has caused serious soil erosion in cultivated land,obvious desertification of cultivated land,and degraded quality of cultivated land.Factors such as forest coverage,average fertilization of cultivated land,and energy consumption per 10,000 yuan have become the main obstacles affecting the efficiency of cultivated land use in Mengdong.(5)In order to improve the utilization efficiency of cultivated land in Mengdong area,combined with the evaluation results of cultivated land use benefit in Mengdong area,the agricultural ecological protection is strengthened,the construction of high-standard farmland is vigorously promoted,the farmland water conservancy facilities are supported,and the intensive cultivation and rotation fallow mode are promoted.Suggestions and countermeasures for improving the agricultural disaster prevention and mitigation support system and the continuous promotion of pollution-free food planting methods.
