| “Have arable land to have grain,have grain national survival to be safe".China has taken a number of effective measures to protect the scale of cultivated land,such as drawing the red line for permanent basic farmland,implementing the system of subsidizing farmland,and conducting the construction of high-standard farmland,improve the quality of cultivated land,and promote the implementation of the strategy of storing grain in land.In recent years,China’s grain production has been bumper vests,stabilizing at the level of 1.3 trillion tons,ensuring the safety of staple grain.However,driven by factors such as urbanization and economic interests,the tendency of"non-grain conversion" of cultivated land has not been effectively controlled,which has become a new threat to food production security.In November 2020,The General Office of the State Council issued the Opinions on preventing "Non-grain" of cultivated land and Stabilizing Grain Production,emphasizing the importance and urgency of preventing "non-grain" of cultivated land and stabilizing grain production,and proposing to resolutely prevent the tendency of "non-grain" of cultivated land.At the same time,the positioning of national food security has shifted from basic grain security to comprehensive food security.In this context,it is of great significance to determine the level of "non-grain" and its influencing factors for food security and cultivated land protection.Inner Mongolia Autonomous Region is not only one of the 13 major grain producing provinces and regions in China,but also one of the 8 net grain transfer provinces.Therefore,this paper is the research object,and the "non-grain" level of cultivated land is of good practical significance.Taking the Inner Mongolia Autonomous Region as the research area and 12 league cities as the evaluation unit,Characterizing the status quo of "non-grain cultivation" in Inner Mongolia from the two dimensions of planting area and planting structure,By measuring the level of non-grain transformation in 12 allied cities of Inner Mongolia Autonomous Region,The visual analysis of the spatial distribution in 12 allied cities as a unit,The study results indicate that(1),The years 2015-2020,The overall planting area level of "non-grain conversion" in the study area is generally slow and light,In 2015,the level of "non-grain cultivation" of planting area was extremely unfavorable in 7 leagues(cities)in 2020,the level of non-grain cultivation(cities)in 2020,The number of "non-grain" level of cultivated land(cities)decreased,Farmland "non-grain" level slightly unfavorable league(city)proportion began to rise.Moreover,during the study period from 2016 to 2019,the level of "non-grain" of cultivated land in some leagues(cities)was slightly favorable;the richness of "non-grain" of planting types decreased during the study period,changing from 5 dominant types to 3 dominant types.At present,mainly oil crops,other crops and sugar crops were dominant.From the perspective of spatial differentiation characteristics,the disalliance(city)differentiation is obvious,and the fluctuation trend is large.In order to clearly observe the overall and regional degree of non-grain spatial alienation.Further from the industry benefit,resource endowment,planting structure and demographic factors four dimensions selected per capita arable land area,per capita disposable income,grain crops dominant type planting area,urbanization rate,rural labor structure,industry level and agricultural industry benefit seven factor construction evaluation index system,application panel data regression model,to explore the social economy and natural conditions of the influence of cultivated land "non-grain".The results show that(2): selected 7 influence factor,in addition to the rural pastoral area residents per capita disposable income and rural labor structure influence is not significant,other influence factors are cultivated land "non-grain" to a certain extent,and agricultural industry benefits of cultivated land "non-grain" show significant negative effects,and in all the influence factor is the most.It means that the dominant influence factor of "non-grain" of cultivated land in the research area is the benefit of agricultural industry,indicating that the smaller the benefit of agricultural industry,the more serious the "non-grain" of cultivated land.According to the specific regression coefficient,it can be learned that the influence expression relationship is that for the 1% increase of the proportion of agriculture,agriculture,forestry,animal husbandry and fishery,the "non-grain" rate of cultivated land decreased by 0.796%,and the other four influencing factors have a positive impact on the "non-grain" of cultivated land.Finally,the corresponding suggestions are put forward: it is necessary to continue to strictly implement the cultivated land protection system,guarantee the quantity of cultivated land;strengthen the protection of cultivated land,promote the "quantity" and "quality" of cultivated land,vigorously promote the construction of basic farmland and high standard farmland,and strengthen the improvement of grain production capacity by science and technology. |
