China is an immensely populated socialist country with 1.38 billion people.However,she has been put into a negative situation featuring in small per capita arable land,uneven allocation of arable land resources and scarcity of arable land in reserving.With the social and economic development soaring,the urban construction has expanded its footsteps to surrounding areas,resulting in suburb farming land main source for construction over the ten more years.With the intention to safeguard food security and maintain the eco-balance,our country has strictly banned random usage changes of arable land and firmly adhered to the policy of basic arable land protection system and the balance system of arable land occupation and replenishment.Nonetheless,as a result of uneven allocation of arable land,different economic development stages among regions,some provincial governments have encountered the imbalances of occupation and replenishment of arable land,which leads to some explorations on trades of arable land replenishment index within the regions by them.Focusing on the exploitation quantity benefited from trade over arable land replenishment index,the paper locates its emphasis on the developmental benefits of the two parties of the trade.By contrasting the gains before and after the index trades,it establishes a developmental benefits modeling system to measure statistics concerning arable land replenishment index so as to study the different benefits brought to different parties contributed by such kind of trades.Together with example verification,it summaries respective strategies over problems emerged in such trades in Guangxi.First,the paper describes the background of the construction of supplementary cultivated land system,followed by study and analysis of arable land protection system both at home and abroad.It attaches much attention to the concept and system concerning supplementary cultivated land system index trade,for example "land ticket" model from Chongqing,and "redeemed indicators" from Zhejiang.It then studies and analyzes the framework of supplementary cultivated land of Guangxi and its trade parties,favoring the supplementary cultivated land system with basic theory.Second,with the contribution of analysis of cost and benefit of the two parties of this kind of trade,it founds a prediction development system on the basis of the game theory.Through teasing the cases of supplementary cultivated land in Guangxi by putting relative statistics of Liuzhou City and Chongzuo City into the model,it studies the development beneficial influences posed on the two places after such trades.In conclusion,based on the calculation results of the model and the shortcomings of the supplementary cultivated land system of Guangxi,the paper comes up with according strategies to solve the problems existed in the current system.The paper comes to the conclusions as follows:(1)This study confirms the positive effect of supplementary arable land metrics trading on the overall development of land use.(2)For relatively highly developed regions,the trade of supplementary cultivated land is able to bring about more benefits while to these relatively less developed regions,such kind of trade may not necessarily bring about the increase of developmental benefits.(3)The profit from the development of the supplemented arable land index exchange will be affected by the shortage of replenished arable land and the total amount of construction land for development.
