Problems And Countermeasures Of Implementing Summer Closed Fishing Season System In Hebei Province

Since 1995,the Ministry of Agriculture has unified the implementation of the suspended fishing system throughout the country.As a fishery resource management measure,the system has been institutionalized for more than 20 years.The positive significance and role of conserving resources are self-evident..This paper takes the statistical data of marine fisheries in Hebei Province as the logical starting point,and comprehensively analyzes the evolution path of the off-season fishing system since 1995,quantitatively and qualitatively analyzes the relevant statistics of marine fisheries,and bases on the knowledge of the implementation of the closed fishing system during the marine season under the jurisdiction of Hebei Province.To find problem analyze the reason and come up with countermeasures and suggestions.Then a reference for further optimization and improvement of the implementation of the marine closed fishing system in Hebei Province will be provided.Researches by scholars at home and abroad on the closed fishing system have affirmed that the fishing policy indeed protects marine fisheryresources to a certain extent and maintains ecological balance,which has positive significance for the sustainable development of marine capture fisheries in China.The thesis discusses the transition process of China's summer fishing system,and divides the institutional changes into the initial implementation phase from 1979 to 1995,the formal implementation phase from 1996 to 2009 and the overall implementation phase from 2010 to2018.The research indicates that the off-season closed fishing system has biological and ecological effects,economic effects and social effects,which is of great significance to the sustainable development of China's marine fisheries,and is a relatively successful policy for managing marine fishery resources in China.Take Hebei Province as an example,the statistics of various marine fisheries in recent years are collected and analyzed.The development status of marine fisheries in Hebei Province is analyzed from three aspects:marine fishing production and output value,domestic marine fishing mobile fishing vessels and marine fishing professional population.Some measures in the process of implementing the marine summer closed fishing system in Hebei Province are taken,from organizing division of labor to strengthening management,from reinforcing security to implementing supervision,and finally analyzing the measures independently formulated.The statistical results are analyzed by conducting a questionnairesurvey on fishermen and fishery managers.The marine summer closed fishing system is highly recognized among fishermen,and fishermen and fishery managers have reached consensus on various aspects of the effects and vigor of implementation of the system.For more than 20 years,the system has produced enormous benefits for the ecological environment,society and economy of Hebei Province.There are a mount of problems to be solved during the current development of marine fisheries.In terms of system construction,there is still a lack of relevant regulations for the standardized management of fishing ports and fishing boats.The special fishing rules during the off-season fishing season are not specific enough,there is a lack of scientific research;as for Institutional construction,there is a lack of grassroots fishery organizations,and there is a hardness of the management of fishing vessels outside the province.To the construction level of fishery administration itself,the cultural level of fishery administration personnel is low,the law enforcement personnel are lacking,the investment in research is insufficient,and the law enforcement conditions are insufficient;on the market demand level,The problem that stealing during the summer closed fishing season still exists due to economic interests.This thesis takes the problem as the orientation and puts forward suggestions from four aspects: firstly,the legislation in the province andthe legal management of fishermen's organizations should be strengthen,at the system construction level,based on the national offshore fishing suspension system and the specific conditions of Hebei,the legislation of market supervision and the management of offshore fishing vessel suspension should be completed and strengthened;accomplishing the port management ship system and improving the efficiency of law enforcement and the effect of law enforcement are also necessary.Secondly,as for Institutional construction,the construction of fishermen's self-governing organizations should be strengthen,the degree of fishermen's organization should be enhanced,non-governmental fishery associations ought to be actively supported and established,the coordination ability of economic and social functions of fishermen's organizations or fishery associations should be heightened.Apart from the above actions,strengthening the management of species,quantity and specifications of catches,and continuously improving the efficiency of the system of fishing suspension in the summer season are required;improving joint law enforcement in different places,and cooperative law enforcement,accelerating the pace of institutional reform,strengthening departmental collaboration and joint law enforcement by land and sea should form a scientific,long-term,cross-regional and cross-departmental top-level design through centralized central leadership and overall planning,and carry out comprehensive,systematic and step-by-step measures to promote the summer closed fishing season system.Thirdly,the fishery law enforcement departments need to intensify the law enforcement of science and technology,promote the informatization and diversification of law enforcement means,build a management model mixed with information and marine fishery,integrate high-tech "third-party services" into traditional fisheries operations,promote the prosperity and diversification of fisheries,improve fishing vessel archives management,improve the comprehensive quality of law enforcement personnel and increase financial investment.Fourthly,as for public participation,it involves market supervision and guidance,media propaganda and education.It is suggested that fishermen should be organized to participate in technical training and get the knowledge of fishery laws and regulations,navigation and fire protection during the recess period,so as to actively explore scientific fishing production methods.
