Research On The Problems And Countermeasures In The Implementation Of The Forest Chief System In J Count

Based on the implementation of the forest-chief system in H province,E prefecture and J County,this paper analyzes the development background of the forest-chief system in the new era,interprets the connotation of the forest-chief system,explores the organizational system,assessment system and guarantee system of the forest-chief system,and discusses the important role of the forest-chief system in forestry resource management from the top-level design level.According to the investigation,in addition to the legal defects in the system of forest chief system,J County still faces a series of problems in the level of continuing to implement the forest chief system,such as the coordination difficulties among multiple subjects,the ability deviation of the executive,the information system has not been built,the public participation is not high,the assessment mechanism is not scientific,and the guarantee mechanism is not perfect.Based on the statistical annual reports,departmental annual reports,survey data and interview data of J County in recent years,the author made a detailed analysis of the resource management situation before and after the implementation of the forest chief system in J County.Based on the theory of holistic governance,hierarchical system and responsibility system,the author also learned from the experience of resource management in other countries such as Japan’s "natural cultivation" system and Germany’s state-owned forest farm management.Based on the existing research on the river and lake chief system and forest chief system in China,this paper analyzes the reasons for the above problems and puts forward some solutions.The author puts forward some specific ideas from the aspects of constructing the organizational system of the good forest chief system,setting up the framework of the diversified supervision path,perfecting the fund guarantee mechanism,and building the intelligent information management platform.At the theoretical level,the paper explores several major issues in the public sphere under the background of the reform of the local forester system.One is the communication and coordination path between the central government and the local government and between departments under the bureaucratic system.The second is the level of public governance,exploring the power boundary between the government and the public;Third,how to mobilize social forces to participate in public governance.At the practical level,the paper analyzes the advantages of forest chief system,explores the defects,and tries to put forward rectification suggestions;The second is to clarify the powers and responsibilities of departments and improve resource management.
