Study On The Optimization Of Forest Fire Monitoring-Early Warning-Response Process In Dalian

With China’s economic development,people to meet the material needs of the spirit of life,at the same time,paying more attention to the natural,becoming the primary factor of forest fire harm natural ecological resources.Forest fires caused great destruction and damage to natural resources and people’s lives and property safety.Therefore,the government,as the manager of the society,is the most important part of the forest fire prevention work.In response to lots of problems existing in the process of the Dalian forest fire monitoring warning,through learning from domestic and foreign advanced forest fire management concepts and experience,to explore Dalian forest fire monitoring-early warning-response process,and put forward corresponding countermeasures and suggestions.The main work of this article is as follows:(1)The present situation of forest fire safety in Dalian was analyzed and studied.Based on the investigation of the current situation of forest fire safety in Dalian,Dalian forest fire monitoring-early warning-response equipment in the presence of aging process backward,lack of emergency response information data base reserves and technical support of the system,and find out the cause of the problem based on the relative the construction level and management level and the level of linkage.(2)Building an optimized plan for the forest fire monitoring-early warning-response process in Dalian.The combination of high reliability organization theory,normal accident theory and contingency management theory,using advanced methods and experience of the United States,Heilongjiang province and Tianjin,and put forward forest fire monitoring-early warning-response flow process is proposed,which is suitable for the actual situation of Dalian,and the feasibility of the process is analyzed.(3)The optimization of the forest fire monitoring-early warning-response process in Dalian.Based on findings and analysis,we put forward the Optimization Countermeasures in 4 aspects: improving the resolution of monitoring system,improving the sensitivity of early warning system,unifying organization and coordination to improve the linkage of response system,training and propaganda to improve the quality of forest fire prevention.
