The emergence of the strongest competition caused new problems associated with significant shifts in the political and economic situation in the countries.If at the end of the last century,most domestic entrepreneurs took defensive steps that allowed them to survive,in recent years,priorities have become different;the growth goals of companies,including access to international markets have come to the fore.Therefore,for any company wishing to engage in international economic relations,the primary task is to ensure a successful exit to the external market.Correct analysis of the industry,understanding of the state policy in relation to the enterprises of this industry is a key moment in making strategic decisions.Access to the commodity markets of other countries is fraught with a large number of risks.Forest industry is one such market.Analysis and understanding of all the features of such a market is a great advantage over competitors.The Ministry of Development of the Far East and the Ministry of Commerce of China signed a memorandum of the development of Russian-Chinese cooperation in the trade,economic and investment spheres in the Far East of the Russian Federation for 2018-2024.The departments also agreed on the creation of a business council of the Far East and the Baikal region and the North-East of China.China is the largest foreign investor in the Far Eastern region of Russia.Investments from the PRC account for 7%of the total investment in the FEFD.Chinese companies are implementing more than 40 investment projects there,and 8 of them were launched in 2018.The main trading partner of Russia in the field of woodworking in the first half of 2017 was also China.In the first half of 2017,the volume of deliveries of Russian conifer boards to China increased by 23.4%and reached 8.062 million m3.To support Chinese companies in the Russian forest market,the Union of Enterprises was established to streamline forest cooperation with Russia.The organization will operate under the auspices of the Chinese Forest Industry Association,which includes Chinese importers of Russian forest products.According to Liu Dongsheng,deputy head of the State Forest Administration of the People's Republic of China,the union will focus on resolving disputes in the field of import and export of forest products,maintaining order in the field of trade,services,taking appropriate measures as part of economic activity,and also respecting the interests of enterprises.Russian-Chinese joint ventures operate in Russia,where the Chinese side acts as an investor in priority investment projects.And if they act as co-founders of some companies,then,one way or another,they enter into legal relations.In addition,today from Russia to China mainly wood raw materials are supplied,but not products of deep processing.And this is also a topic for working with the consortium being created.Problems of forest science,education,regulation,standardization and certification of FSC can also be discussed by members of the union.Understanding the strengths and weaknesses of the forest industry will allow Russian and Chinese industrialists to find common points for further cooperation.This analysis is not only theoretical,the data obtained in the course of the study were obtained directly from people associated with the forest industry;the knowledge gained from them is fully supported by their experience.
