Research On The Efficiency Of Financial Subsidy Of Policy Forest Insurance In HunanProvince

Forestry is the main body of ecological civilization construction,forest has ecological,economic and social functions.Forest insurance work is an important financial supporting measure to further promote the reform of collective forest right system,and plays an important role in ensuring national ecological security,protecting forest resources,stabilizing forestry production,and assisting targeted poverty alleviation in forestry.The establishment of the forest insurance system is an important means to guarantee the forestry production and improve the income of forestry and other operating entities,and it is also an important system to solve the bottleneck of rural forestry development after the reform of the collective forest right system.This study introduces and summarizes the development status of forest insurance in Hunan province by combining relevant theories of forest insurance,such as externality theory,quasi-public goods theory,public finance theory,etc.,and makes a deep analysis of the existing problems and causes of policy-based forest insurance in Hunan province.This study USES the time series of DEA model and three stages,with the method of DEA model,from the public welfare forest fiscal subsidies and analysing the fiscal subsidy efficiency two Angle,and using data from 2011 to 2018 in Hunan province in 2018 the national 22 provinces(Municipalities and autonomous regions)data of horizontal longitudinal comparison,analyze the efficiency of fiscal subsidy policy forest insurance in Hunan province.The results show that:(1)the financial subsidy of policy-based forest insurance in Hunan province has a certain time delay,and the government should follow the time change,and make timely and appropriate adjustments to the investment intensity and intensity of the financial subsidy in order to make up the shortboard of one-sided investment.(2)the development of local economy is ain indispensable prerequisite for improving the efficiency of subsidies.While improving the disposable income of farmers,we should adhere to sustainable development,make good use of the coordination mechanism,and avoid negative effects.(3)therefore,controlling environmental factors is an inevitable choice to improve the production efficiency of commercial forests.Such as improve the efficiency of production scale,strengthen the existing rural labor force of forestry management technology training.According to the above research conclusion,combined with the actual situation,put forward about how to improve the efficiency of the hunan province policy forest insurance subsidies policy Suggestions,such as improve the level of insurance,increase the intensity of analysing financial premium subsidy,reform of the public welfare forest and natural forest insurance policy,to do a good job of publicity and education to raise awareness of forest ginseng,etc.
