A Study On The Forestry Financial Support Policy In Rural Area

There is 4.3 billion mu of Chinese forest land,of which there is 2.5 mu of collective forest land.How to develop the collective forest land through the forest tenure and other matching reforms is an important issue of Chinese economic development.The agriculture mortgage slowly increases or even decreases and its source is single,which has seriously constrained the development of Chinese forestry.Searching and constructing a great forestry financial support system has been becoming the core of the matching reforms.Based on a frame of supply and demand of institutions,this thesis will analyze on the content and its results under the context of New Forest Tenure Reforms with the qualitative methodology.This paper also uses mixed methodology to analyze on the activities of participants,which happen in the fields of forestry financial support policies.Especially,we focus on the participation of farmers in the Forest Tenure Mortgage and Forest Insurance polices with quantitative methods.Then we focus on how forestry farmers construct their institutions of both of forest property rights and forestry financial support system based on deep interview and observation.Through the analysis,we have some conclusion as followed:Firstly,the effects of New Forest Tenure Reform has a great influence on the implementation of the forest financial policies,which also effects through local economy and forest farmers' thought of the field.Secondly,four provinces have their good effets,however,there are so many problems in the policy implementation.The effects and implementation are so different among these four provinces.Thirdly,how forest farmers participating in the field of the forest financial support system are significantly influenced by many factores,although their activities also are related to their action by social skills in the field of forest tenure and constructing forestry financial support institution.And,the central and provincial governments play developemental actors.Wheras local forestry departments are also important participants in the field,who might build credible or incredible institutions for local forest farmers and financial departments.Finally,financial participants have no enough willingness to manage in the field without enough trust to local participants.This thesis gives two advice based on its analysis and conclusion.Conducting all participants to construct credible institutions is the basis of successful implementation of forestry financial support policies.Forest farmers are the key social actors in the field of financial support system,in which their participation is so important.Whether forest farmers think the property rights are credible is influencing how they act in the policies.So for resolving the absence of farmers in the field of financial support system the governments have to conduct participants to construct credible institutions.We also suggest that developing the social skills of institution demanding social actors,through which the state plays a developmental actor,is the most important way and aim for the government.Comparing to the given research,this thesis has its research innovation and significance as followed:Describing and analyzing the forest financial support policies and their effects or influent factors will help people to know the forest financial support system.Social theoretical analysis in the field of forest financial support policies,which analyzing in a sociological view,will support important theories supplementary for Forest Economics and Industrial Economics.The most important significance of this study is that we analyse the policy from both of the view of the suppliers and demanders,which will tell the suppliers the real social facts and knowledge of the forest field,will give some evidence of great importance for policy making and financial innovation.
