Research On The Implementation Of Government-led Extension Policy

In theory,the agricultural machinery promotion policy can play a multi-pronged role in promoting agricultural mechanization and modern agricultural construction,enhancing the comprehensive agricultural production capacity,accelerating the adjustment of industrial structure and the transfer of rural labor,promoting agricultural cost-saving and efficiency gains,and increasing farmers’ income.Since the agricultural machinery purchase subsidy policy was implemented in 2004,the promotion of agricultural machinery and tools has entered a period of rapid development.Under the guidance and strong support of the government,the promotion policy of agricultural machinery quickly achieved the mechanization level of China from the initial stage to the current stage of the coverage of bulk crops,and the level of key links was highly mechanized.But with the development of emerging technologies such as 5G applications,agricultural machinery has also spawned the need for intelligent transformation.In the process of exploring and popularizing agricultural machinery intelligent tools,a large number of policy implementation deviations have appeared,but there are few policy implementation studies specifically aimed at agricultural machinery promotion.Therefore,this paper takes the implementation process of the agricultural Beidou system promotion policy in W City as a case study,based on public choice theory,market failure and government-oriented theory,and the "Smith model" theory.Research in various aspects.Sort out the overall promotion status and organizational structure of the national agricultural Beidou system,explain the specific promotion process in W city,objectively point out the problems in the promotion policy implementation process,and analyze the reasons,and finally from the policy itself,the implementation subject,the implementation object,Implementation environment and other aspects to propose a series of targeted improvement measures.Throughout its policy implementation process,this article finds that the W city agricultural Beidou system promotion policy implementation is a government-led agricultural machinery promotion policy.Its poor implementation during the promotion period is caused by many reasons,but only from the perspective of implementation In view of this,there are certain flaws in every link of the policy implementation process.In this way,we get the enlightenment: In formulating and implementing new agricultural machinery promotion policies,local governments must give full consideration to the combination of theory and practice,and fully analyze the potential difficulties of each execution link,so that scientific and reasonable policy implementation can be in place and the expected results can be achieved.
