Research On The Problems And Countermeasures Of The Policy Implementation Of The "10 Million Head Of Beef Cattle" Construction Project In Jilin Province

The 20th National Congress of the Communist Party of China clearly pointed out that we should establish a large food concept,build a diversified food supply system,and develop food sources in multiple ways.In recent years,Jilin Province,the livestock industry has been developed significantly,livestock industry to achieve the traditional family side industry to the agricultural and rural economy of the pillar industry transformation,livestock and poultry breeding methods from thousands of families to the scattered feeding to large-scale,professional breeding change,to promote the development of the social economy of Jilin Province and farmers to enrich themselves.2021 Jilin Province took the lead in the implementation of the "straw into meat "and ten million head of beef cattle construction project,the formulation of a series of policies,after nearly two years of implementation,has achieved certain results,the province’s beef cattle breeding volume exceeded 6 million head,driving the province’s farmers per capita income increase of 415 yuan,but this paper through research,interviews and questionnaires found that Jilin Province "ten million head of beef cattle However,through research,interviews and questionnaires,this paper finds that the overall implementation of the "ten million head of beef cattle" construction project in Jilin Province still has problems such as insufficient land for breeding,insufficient supply of funds,restricted feed production,and low industrialization,etc.In order to properly solve the various problems in the implementation of the policy and provide good reference suggestions for the smooth implementation of the"ten million head of beef cattle" construction project in Jilin Province.This paper aims to conduct a special study with this objective.This paper is based on the Horn-Meter system model,and uses research,comparative analysis,case study and interview methods as the main research methods.Through the results of the survey and face-to-face interviews,we systematically summarized several problems in the process of policy implementation,and conducted an in-depth analysis of the causes of the problems with the Horn-Meter system model,which showed that the root causes of the problems were the lack of unity in the design of some policy objectives,insufficient supply of policy resources,ineffective government supervision and propaganda,insufficient coordination of the implementation agencies,biased values of the policy implementers,and systemic problems.At the same time,by drawing lessons from the implementation of domestic and foreign beef cattle industry and policies,we put forward countermeasures and suggestions in six aspects: improving policy objectives and standards,strengthening policy supply,enhancing regulation and publicity,promoting departmental collaboration,cultivating correct values of personnel,and optimizing the system environment.It is hoped that the research in this paper can provide useful suggestions for policy implementation in Jilin Province and provide some new ideas on the application of Horn-Mitte theory model in reality.
