A Study On Farmland Transfer And Its Benefits Based On The Relationship Between Human And Land

In 1983 began to promote rural land contract responsibility system leads to the land of finely,decentralized management make the agricultural production efficiency of cultivated lands is reduced,unable to adapt to the development of agricultural modernization,and lead to a variety of ecological economy,however,it is believed that the land circulation is to solve the problem of land and finely is changed,the important measures to speed up agricultural modernization development.Contracted land transfer area in China increases slowly and the scale operation ratio is low.By 2017,the contracted land transfer area in China accounts for 37%of the land area contracted by households,and only 1.42%of farmers whose operation scale is above 3.33hm~2 Moreover,in the process of land transfer,farmers;interests are not paid enough attention to,and the property rights in rural land transfer are not clear,the procedures are not standardized,and the transfer mechanism is not sound.By the end of 2018,contracted land assets turnover rate of 57%,significantly higher than that of the contracted land circulation area of 37%,and in 180000 ha of land circulation,there are 100000 ha are concentrated,the size of the circulation scale conversion rate of 31.85%,therefore,based on the fieldwork assets and its efficiency on the basis of cultivated land circulation,by choosing questionnaire statistical characteristics of the village,the influence factors are analyzed,finally the quantitative analysis of cultivated land scale circulation economic,social and ecological benefits.The results show that the assets of natural geographical environment factors,the factors of human geography comprehensive influence farmland scale conversion,the terrain conditions,climate conditions make farmers scattered in a weak position,occurred more cultivated land circulation.Moreover,the mutual relations among the peasant households,village collectives and management subjects promote the transfer of cultivated land,and national policies and projects provide guarantee for the transfer of cultivated land.After the transfer of cultivated land in A Rongqi area,the centralized and contiguous cultivated land is convenient for mechanized production and more conducive to the implementation of crop rotation projects and straw returning technology.The implementation of these projects produces better ecological benefits for cultivated land quality and regional environment.In terms of economy,the proportion of household planting income and transfer income is reduced,but planting income(transfer rent)is stable every year and is not affected by disasters.At the same time,the increase in the proportion of income from breeding industry and income from employment makes the income sources of peasant households diversified and stable.On the other hand,it has changed the current situation of farmers operating farmland in debt.The transfer of farmland in Arong Banner not only guarantees the interests of farmers but also effectively transfers part of rural labor force and produces better social benefits.To sum up,under the existing cultivated land resources and land system,the phenomenon of rural cultivated land fragmentation and abandonment is obvious.At the same time,differences in regional comprehensive factors lead to differences in cultivated land circulation and benefits.It can be seen that under the support of the national policy,the establishment of a scientific and reasonable farmland circulation policy according to the regional comprehensive conditions and the relationship between the interest subjects is the main driving force to promote the farmland scale circulation,and at the same time,it is an important measure to improve the living conditions of farmers and protect the cultivated land resources and ecological environment.
