Study On The Reform Of Collective Forest Right Regime In Sanming City

Sanming City is located in the central part of Fujian Province.The terrain of Sanming City is mainly forest land.The forest coverage rate is 76.8%.The output of forestry resources accounts for more than a quarter of the total province.It is one of the greenest cities in China's greenest provinces.The area of forestry land in this city is 28.45 million mu,of which more than 80% belong to collective forest land,and the per capita forest land area is about four times of the land area.According to preliminary statistics,forestry income accounts for more than 30% of the disposable income of the people in Sanming.Thus,forest land plays an important role in the production and life of Sanming people.Since the founding of the People's Republic of China,the collective forestry industry in Sanming City has undergone several changes along with the social changes,and the forestry industry has developed greatly.However,the collective forest right regime reform in the past has not clearly defined the forest right to individuals,so it is difficult to really mobilize the enthusiasm of forest farmers to develop forestry.Since 1999,Sanming has taken the lead in promoting the reform of collective forestry management system in the whole province and even in the whole country,and gradually improved the supporting service system,contributing to the promotion of forestry development in the whole country.However,due to the continuous development of social practice and theory of forestry modernization,we can see that the reform of collective forest right regime in Sanming still needs to be improved and improved,mainly including the problems of vague ownership of collective forest,inadequate supervision of the main body of collective forest property right,unclear relationship of multiple use rights on forest land,and existing in the reform of collective forest right circulation.The problems of collective forest right transfer management are too strict,the market of forest right transfer needs to be further improved,the standardization and fairness of forest right transfer need to be improved,and the problems of imperfect forestry investment and financing reform and lagging behind the construction of socialized service system exist in the supporting service system of forest right reform.In order to further deepen the reform of collective forest right regime,we should improve the scientificity of legislation on ownership relationship of collective forest land,enhance the status and role of rural villagers' groups,perfect the "separation of three rights" of collective forest land,improve the circulation of collective forest right and deepen the reform of ecological public welfare forest mechanism,so as to promote the further development of collective forest right regime reform in Sanming City.
