In 2017,the document No.1 of the Central Committee of the CPC explicitly proposed the construction of modernization irrigation district,the large-scale modernization irrigation district is an important link to achieve the modernization of water conservancy and realize the socialist modernization.This paper expounded the connotation and characteristic of modernization irrigation district in the new era,and established an evaluation index system suitable for each type of irrigation district.An evaluation model for the modernization irrigation districts was established,and countermeasures for modernization irrigation districts were proposed.The main research results are:(1)According to the development requirements of modernization in the new era,the connotation and characteristics of irrigation district modernization were expounded.And according to the five aspects of connotation and characteristics,security,construction,information management and service,efficiency and efficiency,and ecological civilization,are defined as the first-level indicator of the modernization irrigation district evaluation index system,Delphi method were applied to choose out 25 second-level indicators,which constituted the modernization irrigation districts index system.The threshold value of the index system 2035 was determined.The index system was divided into four levels in the form of normal distribution.(2)The variable fuzzy evaluation model,central whitening weight function and entropy weighting method were built to evaluate the modernization irrigation district.Two typical irrigation districts of Panzhuang irrigation district and Tongziba irrigation district were used as examples to evaluate the status quo of the two irrigation districts.A theoretical comparison of the three evaluation methods was made.The theory of variable fuzzy set theory is more strict in theory,the human factors are eliminated,so the objectivity is stronger.the evaluation results were compared and analyzed,the evaluation results of variable fuzzy sets are more consistent with the actual conditions of the two typical irrigation districts.Based on the comprehensive analysis,the variable fuzzy set is more suitable for evaluate modernization irrigation districts.(3)According to the variable fuzzy set model,the results of two typical irrigation areas were evaluated.and the status and existing problems of irrigation districts were analyzed in China.From the analysis of two typical irrigation districts,the countermeasures and ideas for the modernization irrigation districts were analyzed in China.The basic framework of “1+5+N” transformation of modernization irrigation districts was built.The status of modernization of two typical irrigation areas in recent years was evaluated using the variable fuzzy set theory.The evaluation results show that both irrigation districts are evaluated at Level I and fully realize the level of modernization,indicating that the reform measures are effective and effective,which provide reference for the large-scale modernization irrigation district.
