The report of the 19th CPC National Congress "Chinese economy has shifted from a stage of rapid growth to a stage of high-quality development." As a result,marine fishery has entered a stage of high-quality development.As an important part of the agricultural economy,the fishery economy not only faces major opportunities for fishing village revitalization,but also encounters prominent problems such as resource decline,supply quality and low efficiency.The superposition effect of overfishing and sea pollution has caused a serious decline of Chinese marine fishery resources.The problem of sustainable use of marine fishery resources seriously threatens the livelihood of fishermen and is related to the sustainable development of the marine fishery economy.Based on the perspective of the transformation and upgrading of the marine fishery economy,with the support of technical economy,the growth effect of Chinese marine fishery economic efficiency is analyzed;based on the change of traditional fishery production methods,the realization of fishery production from the low-end hunting and breeding type to the "cultivation of water,animal husbandry and fishing"From the perspective of fishery transformation,analysis of the decoupling path between resource consumption and economic growth,as well as the "pegged" state of fishery economic efficiency and economic growth,promotes the coordinated development of environmental and economic benefits of marine fisheries,and implements the spirit of the 19th National Congress The high-quality development of the marine fishery economy is of great significance.Based on an in-depth investigation of the objective facts and research on the development of marine fishery resources and fishery economy in 11 coastal provinces and cities in China,this paper analyzes the link between the economic efficiency of marine fisheries and the growth of fishery economy.Using the panel data of 11 coastal provinces and municipalities from 2004 to 2016,and using a three-stage DEA model to measure the economic efficiency of Chinese marine fisheries during the period from the 11th Five-Year to the 12th Five-Year,on this basis,the decoupling theory is used to explore the elastic relationship between economic growth and fishery resources and efficiency,and then to provide targeted policy recommendations for the sustainable development of the fishery economy.The main conclusions are as follows:(1)Analysis of the economic efficiency of marine fisheries based on the three-stage DEA model shows that after excluding environmental factors and random errors,the economic efficiency of marine fisheries in 11 coastal provinces and cities in China has increased significantly.However,due to the different fishery marine economic volumes and changes in industrial structure in coastal provinces and cities,economic growth difference.(2)The results based on the analysis of space-time evolution show that during the period from "Eleventh Five-Year" to "Twelfth Five-Year",there are large regional differences in efficiency levels.By the 12th Five-Year Plan period,regions with moderate efficiency showed spatial agglomeration,and the gap between the indices of the same efficiency level gradually narrowed.(3)The relationship between fishery resources and economic growth has changed from absolute decoupling during the "11th Five-Year Plan" period to relative decoupling during the"12th Five-Year Plan" period.The dependence of economic growth on fishery resources has increased,resource and environmental constraints have tightened,and fishery resource depletion overfishing persists.(4)The parallel growth of fishing volume and fishing vessels and labor force has maintained the absolute link between the economic efficiency of marine fisheries and economic growth.
