Since1972, when Convention Concerning the Protection of the World Cultural and NaturalHeritage was promulgated by UNESCO, the research on cultural heritage protection andcultural tourism resources development gradually embarked on the academic arena. Thedevelopment has been achieved much success. Since the UNESCO announced the first batchof the world's intangible cultural heritage list, the domestic societ gradual emergence of aninscription boom at the same time. Their theory also entered a new stage. After the XinjiangUygur Muqam art listed in the World Heritage List in2005, the Xinjiang intangible culturalheritage began to be public attention.Since ancient times, Xinjiang was the intersection point of the world's greatest fourcivilizations, the heart of the East-West cultural exchange, and one of the world's most activemulti-ethnic areas. The Xinjiang Silk Road has been a hub connecting the East and the West.You can obviously feel the traces of cultures around the world from the existing Xinjiangnative of Intangible Cultural Heritage. There are12native ethnic minorities in Xinjiang, andthey all have their own special non-material cultural heritage. It is this paper's main point thathow to effectively protect and develop these valuable intangible cultural heritage.The paper first summarized and analyzed the study of the intangible cultural heritage in China,and then concluded the research methods in these studies. It elaborated on the intangiblecultural heritage's concept, types, characters, the tourism value, and the related subjects. Italso sort out the studies on history and present situation of Xinjiang intangible culturalheritage, combing the local situation, and pointed out the impact of tourism development onthe intangible cultural heritage.In order to research how to protect and develop the resources of the Intangible CulturalHeritage in Xinjiang, this paper sort out a total of228Xinjiang intangible cultural heritageresources.For the better development and protection in an orderly manner of these resources, the authorused such research ways as content analysis method,"3-3-6" evaluation method, andhierarchical analysis of qualitative and quantitative methods, and then established a completeset of evaluation index system. On the basic of expert scoring, rating analysis, and the Internetsearching engine modification, the paper sequenced all the228resources in value. Thencombining domestic and international researches and local conditions, it pointed thedevelopment and protection modes to ensure the continuity of the intangible cultural heritage,from the macro and micro. Finally, the author made recommendations to the development ofthe intangible cultural heritage from the perspective of sustainable development.
