Intangible cultural heritage is undoubtedly very precious,which contains the crystallization of human wisdom and civilization.For ethnic minorities,the intangible cultural heritage of ethnic minorities is the record of the relationship between ethnic minorities and nature.Each intangible cultural heritage of ethnic minorities has uniqueness and ethnic characteristic,and is an important embodiment of ethnic culture and ethnic spirit.With the continuous development of modernization,under the continuous impact of modern civilization,the intangible cultural heritage will gradually disappear without the protection of external forces.On June 1,2011,my country promulgated and implemented the "Intangible Cultural Heritage Law of the People’s Republic of China",which marks that my country’s intangible cultural heritage protection work has been supported by formal laws and regulations.The principles of the protection of intangible cultural heritage are: government leadership,social participation,clear responsibilities,and formation of synergies.The government needs to maintain a dominant position in the protection of intangible cultural heritage and perform its functions to actively protect and rescue intangible cultural heritage.However,in reality,especially in ethnic minorities and areas with relatively backward economic development,local governments will mainly work The focus is on economic construction,the emphasis on the protection of intangible cultural heritage is limited,there are some problems such as insufficient funds for the protection of intangible cultural heritage,and the lack of laws and regulations on the intangible cultural heritage of ethnic minorities.Therefore,the key to this paper is the local government.How to better perform functions to protect the intangible cultural heritage of ethnic minorities.This article takes the only Maonan Autonomous County in the country,Huanjiang Maonan Autonomous County as an example.Huanjiang Maonan Autonomous County is a typical "border,poor and weak" minority area,but it has rich Maonan intangible cultural heritage.At present,Huanjiang Maonan Autonomous County is the county with the most provincial-level lists in Hechi City,Maonan’s fat sleeves and flower-bamboo hat weaving techniques have successfully declared a national intangible cultural heritage,which is of profound significance to the study of the entire Maonan culture.Based on the research on the performance of government functions in the protection of intangible cultural heritage of ethnic minorities,this paper uses cultural ecology theory,service-oriented government theory and public goods theory,and uses literature investigation,research and case study methods to target the Maonan ethnic group in Huanjiang.The problems and reasons of the autonomous county government in the protection of local intangible cultural heritage and the reasons for it.By learning from relevant experience in the protection of intangible cultural heritage at home and abroad,it explores how local governments can better perform their functions in protecting the intangible cultural heritage of ethnic minorities.First,by consulting relevant domestic and foreign documents and relevant policy materials,the core concepts of intangible cultural heritage,ethnic intangible cultural heritage and government functions are clarified,and the four functions that the government should perform in the protection of ethnic intangible cultural heritage are explained.Clarify the necessity of the government’s dominance in the protection of the intangible cultural heritage of ethnic minorities;Secondly,the categories and typical representatives of intangible cultural heritage in Huanjiang Maonan Autonomous County are expounded,and analyzes the current situation through field investigation and research on relevant local policy documents.The status quo of the government of Huanjiang Maonan Autonomous County performing its functions in protecting local intangible cultural heritage;Thirdly,through research and interviews with relevant staff,the author found that there are problems such as the lack of local government functions in the protection of minority intangible cultural heritage,and the government has not been able to effectively play the leading role in the protection of intangible cultural heritage.It is clarified that the underdevelopment of regional economy,the deviation of the consciousness of government staff and the relative neglect of local governments to disseminate intangible cultural heritage are the reasons for the failure of government functions to perform effectively;Finally,based on the specific case of Huanjiang Maonan Autonomous County and the experience of intangible cultural heritage protection in some areas at home and abroad,the following conclusions are drawn: In some economically underdeveloped,local intangible cultural heritage protection and inheritance work is difficult to carry out In minority areas,local governments can not only establish the dominant position of local governments in the protection of minority intangible cultural heritage,but also effectively and effectively protect local minority National intangible cultural heritage.
