The official English version of Xi Jinping's Report at 19th CPC National Congress(hereinafter referred to as the 19th Congress Report)has attracted widespread attention since it was published.For one thing,the report itself is of great significance.The report took a panoramic view of China's development,summarized the past five's experience,and laid out the strategic plan for now to 2020 and to the middle of this century.For another,the importance of translation for foreign publicity is increasingly prominent.The translation quality,to a large extent,determines the effectiveness of foreign publicity,and also has impact on the national image and international say.This article will look into the official English version of the 19th Congress Report from the perspective of the "political equivalence theory".The analysis will focus on the translation strategies of typical examples categorized by the three features of the theory:"political","dynamic" and "balanced",try to summarize different strategies and assess whether they have helped translation achieve the "political equivalence"communication effect."Political" is the most prominent feature and fundamental principle of political equivalence.This feature highlights faithfulness in conveying the political meaning of the original text and is manifested most in expressions rich in Chinese political characteristics such as "numeral slogans" and "political neologisms"."Dynamic"refers to the dynamic interpretation of contextual meanings,which is epitomized by examples such as "old expressions with new meanings","metaphorical expressions",and "one expression with multiple meanings"."Balanced" means a requirement for the translator to seek a balance between faithfulness to the source language and acceptance of the target language,which is mainly reflected in the trade-off between"meaning and form" as well as "amplification and ellipsis".The shared goal of adopting the three principles is to help translation achieve the communication effect of "political equivalence",that is,to accurately grasp the political meanings of the original text and convey the message in a way easily accepted by the target readers,so that the translation can produce the equivalent or similar effect as the original text.The author,by applying the "political equivalence" translation theory into the study of the official English version of the 19th Congress Report,hopes that this paper can provide a frame of reference for research and practice in the Chinese foreign publicity translation and for further studies and application of the theory.
